**Context**:
IOM is committed to fostering an organisational culture of ethics and an inclusive and

respect and professionalism. Under the overall supervision of the Director General and direct

supervision of the Deputy Director for Management and Reform, the Head, Office of Ethics and

Conduct is responsible for managing the Ethics and Conduct Office of the Organisation. They

will advocate and promote a robust ethics and compliance culture as well as serve as a key

advisor to Senior Management, with respect to the compliance and ethical implications of the

Organisation’s major decisions, strategies and transactions.

**Core Functions / Responsibilities**:
1. Ensure that there are appropriate mechanisms in place to undertake the responsibilities

assigned to the Ethics and Conduct Office, in accordance with the policy for the protection of

staff against retaliation for reporting misconduct and providing confidential advice on ethics

issues.

2. Prepare a Charter for the Ethics and Conduct Office that outlines its clear mandate and goals,

appointment of Ethics Officers, authority, responsibility and reporting requirements of the Office.

3. Promote ethical awareness through proactive training, communication, policy development

and policy interpretation.

4. Develop and manage a Whistle-Blower Protection Policy and provide authoritative advice in

the development or updating of related policies.

5. Receive and conduct preliminary assessments of allegations of retaliation, review related

investigation reports and track statistics and trends, liaising, as appropriate, with the Office of

the Inspector General (OIG), Department of Legal Affairs (LEG), Department of Financial and

Administrative Management (DFM), Department of Human Resources Management (DHR),

Office of the Ombudsman, Risk Management Unit and other relevant stakeholders.

6. Ensure that all Senior Managers and other relevant staff meet their financial and other conflict

of interest disclosure obligations. Record and track any relevant submissions.

7. Provide recommendations to DHR on requests for involvement in any outside activity.

8. Provide recommendations to DHR on requests regarding potential conflict of interest where

family relationships are involved and provide advice when there is a conflict of interest.

9. In coordination with IOM internal stakeholders, systemize compliance practices and reporting

mechanisms, ensuring that IOM’s rules, policies, procedures and practices reinforce and

promote the standards of integrity called for in the IOM Standards of Conduct.

10. Actively participate in and contribute to the Ethics Network of Multilateral Organisations

(ENMO).

11. Advise the Director General and Deputy Director General on any matters related to ethics

and provide confidential reports on the work of the Ethics and Conduct Office.

12. Perform such other duties as may be assigned.

**Required Qualifications and Experience**:
Education
- Master’s degree in Law, Political Science, Human Rights, International Relations,

Civil/Criminal Law, Criminology, Ethics, Investigation or a related field from an accredited

academic institution with ten years of relevant professional experience; or,
- University degree in the above fields with twelve years of relevant professional experience.

Experience
- Experience in the field of Ethics, Compliance/Oversight programs, Human Resources, Law or

Arbitration/Mediation preferably within International Organizations or Multinational Financial

Institutions;
- Experience in preventive, and coordination functions in administrative procedures and policies

related issues.

**Skills**:

- In depth understanding of policies and procedures dealing with staff grievances and

misconduct.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (French,

Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French

and Spanish is a distinct advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,

which may include written and/or oral assessments.

Notes

The position holder is ineligible to participate in the annual rotation exercise.

**Limited Service**: 4 years, exceptionally renewable for one additional 2-year period (6 years in

total); no extension or transfer in IOM beyond 6 years
