What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide Protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The position is dedicated to supporting the mandate of the CTA Bureau.
The CTA Bureau will centralize and analyze all information received from different sources (Parties to the conflict, families, Family Links Network and open sources). The relevant data will be received and logged into a dedicated case management system that will store it securely, and confidentially. To this end a multidisciplinary approach will be undertaken gathering RFL, Data and Forensic expertise. These different types of expertise will be included in each dedicated sections of the CTA Bureau: in the Russian, Ukrainian and International sections.
Working within the CTA Bureau seated in ICRC HQ Geneva, the Caseworker/Forensic 2 assists in the processing and managing of cases and caseloads linked to the missing, separated, dead in view of providing a response to families and ensuring the dignified management of the dead in relation with the ongoing international armed conflict In Ukraine. This includes proper collection of data, preliminary assessments, preservation and verification of data, analysis and follow up actions of cases of persons unaccounted for and deceased persons, gravesites/burials and related events.
The Forensic Caseworker 2 for CTA Bureau carries out activities related to the CTA Section’s work under the functional supervision of the Head of Section and the technical supervision of the Forensic Manager.

Accountabilities & Functional responsibilities
Under the supervision of the Head of the Ukrainian section, technical supervision of the Forensic manager and in coordination with relevant teams, the Caseworker Forensic Ukranian section:
contributes to activities related to information and case management of cases within the scope and framework of the CTA Bureau and in line with guidelines and working procedures set by the section/CTA Bureau.
Keeps regular communication with beneficiaries and relatives of the separated, missing or dead, to collect tracing request, follow up their cases and notify them of new information received.
Collects and processes information related to individuals /separated, missing or dead (identified & unidentified), and events pertaining to death/disappearance/movement of separated/missing & dead.
Evaluates, preserves, verifies when possible and analyses information related to individuals /separated, missing or dead (identified & unidentified), and events pertaining the death/disappearance/movement of separated/missing & dead.
Applies developed forms/procedures for collection of information from open sources to ensure proper data processing and management in accordance with available tools (i.e. PROT6, CoH Monitoring Tool, Media HUB, etc).
Provides interpretation of Accounts of Death/Burial, reports of potential sites with human remains, other reports of handover/management of the dead.
Prepares reports on findings and proposes follow up actions as part of the case management and coordinates with teams outside the CTA Bureau when required.
Ensures all individual cases are duly processed and followed up, including decisions on information that should be provided to the authorities, families, other section team members and other ICRC delegations.
Contributes to drafting workflows, guidelines and standard operating procedures for the proper collection, preservation, revision, evaluation and analysis of a wide scope of information received from FLN, relevant authorities, international organizations and public sources.
Regularly communicate and coordinate with relevant teams in CTA BUREAU and other metiers for internal procedures for relevant internal tools for data management (ie PROT6, CoH Monitoring Tool, Media HUB, etc) as well as other relevant external tools
Interpret key trends/priorities for feedback into the ICRC’s on-going response to the current international larmed conflict (ie. IHL violations, mismanagement of the dead, etc)
Ensures accurate paper filing and guarantees data protection and data security of individual data by ensuring all data is man
