ORGANIZATIONAL UNIT

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

- Operations Coordination Department (Office of the Deputy to the Director) (DDR)
- Projects, Partnerships & Digital Skills Department (PPS)
- Digital Networks & Environment Department (DNE)
- Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

**BACKGROUND INFORMATION**:
Under the guidance of the International Telecommunication Union Area Office for South America, the work to be developed will offer and complement the activities necessary for the structuring of specifications technical, commercial and financial necessary in a contractual process aimed at the promotion and operation of the Registry of Country Code Top Level Domain Names (ccTLD).

**TERMS OF REFERENCE**:
Under the direction of the Programme Officer of the Area Office for South America, located in Santiago, the consultant will perform:

- Prepare and deliver an implementation route map, Gantt Chart, aligned to the specific deadlines, expected reports, presentation of the reports, KPIs, and a description of the scope.
- Benchmark international trends: Analysis and description of international market trends and the business model and operation of the registry of top - level domain names of the code country at the country level, in the Americas region, and in the world (in particular in relation to gTLDs and ccTLDs which, by this dynamic, are marketed as a gTLD):

- Analysis and comparison of internet usage in the region and average usage globally.
- Comparison of international trends of the domain name market at the country level, in the region and globally; include the current landscape of domain registrations, along with a gap analysis per country or domain.
- Description and analysis of the impact of the current discussions at ICANN about the domain name market focused on Top Level Domains (TLDs) (ccTLDs and gTLDs).
- Identification and proposal of potential scenarios for modeling prospective scenarios regarding the national and international domain name market focused on Top Level Domains (TLDs) ccTLDs and gTLDs.
- Deliver the technical report of the Benchmarking of International Trends.
- Work with the team of experts to develop the Strategy/Framework: Review, analysis, and update the country's policy-strategy for the organization, administration, maintenance, and operation of the Top Level Domains (TLDs) ccTLDs.
- Development of the technical and commercial guidelines for the selection process for the operation, promotion, maintenance, mitigation of abuse cases and generation of reports, and control panels of the Registry of Country Code Top Level Domain Names ccTLDs.
- Define risks, risk mitigation measures, corrective measures, auditing, and compliance to ensure the operation, promotion, maintenance, mitigation of abuse cases and generation of reports, reports, and control panels of the
