What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Main responsibilities

The data manager ensures that protection data is properly managed through the entire Data Life Cycle. They manage data and processes related to the follow-up of protection beneficiaries and events in the frame of the ICRC mandate. This includes prisoners of war and other detainees, missing persons and their families, children separated from their relatives and the collection and use of data related to events involving violations against civilians and their property. In so doing, they contribute directly to the activities of the Protection department in our offices abroad. They main duties are the following:
Managing the data management team to ensure Data collected is properly processed
Responsible for the case management database and other protection tools as required
Ensuring Data collected is in line with the established protection strategies, guidelines and working procedures
Analyzing the data to inform the strategies of the protection action
Establishing and maintaining data entry procedures according to global instructions and contextual needs
Managing records and information electronically and in paper related to protection beneficiaries
Guarantying data protection and data security of sensitive data
Providing ad-hoc statistics and supporting the reporting exercises of the office (Protection Statistics and Planning and Monitoring for Result
Coaching and training colleagues in the Protection department and Data Team
Managing the data management team

Most of the data manager’s work takes place in an office but field visits might be required.

Desired profile and skills

Professional command of English and French, additional language an asset
Bachelor degree in Information Management, Library or Archive management, Social Sciences or a related field. Qualifying professional experience may be accepted in lieu of the university degree
Minimum two to three years' professional experience, including at least two years using and managing data and/or Information
Strongly motivated by humanitarian work
Open-minded, Proactive, adaptable and creative
Responsible, possessing good organizational skills, methodical and precise
Strong analytical and evaluative skills, self-disciplined
Willingness to learn new technology
Ability to work in a team under pressure in a potentially dangerous environment
Propensity for supervising and training staff
High sense of discretion in dealing with confidential information
Experience working with case-management systems or with personal data an asset
Fully conversant with and keen interest in working in Windows environment (including Microsoft Office Suite) and web-based tools
Knowledge of MS Dynamics, MS Report Builder, SQL or Visual Basic programming languages, data-analysis software is an asset
