DUTIES AND RESPONSIBILITIES Under the direct supervision of the Director of the Infrastructure (D/I) Department, the incumbent will perform the following duties: Act as the Infrastructure focal point and coordinator to support development of Hydro-Meteorological (HydroMet) infrastructure needed for Early Warning Systems (EWS) and the UN Early Warnings for All initiative (EW4All); Be part of and contribute to the WMO EW4All steering team, support the further development of the WMO EW4All vision and activities, bringing ideas and cementing connections to infrastructure knowledge and innovation. Work closely with the members of the team to ensure that infrastructure related components and new developments needed for EWS successful implementation are considered and incorporated into the supported actions; Contribute tothe analysis of national and regional infrastructural gaps, especially those hampering appropriate early warnings. Contribute to national consultation efforts to map EWS gaps and outline the needed corrective actions to be supported (within WMO Secretariat and within the UN EW4All process). Contribute to the continuous monitoring of infrastructure development efforts of Members to identify gaps and achievements, in collaboration with the Planning, Monitoring and Risk Management Office; Support the Infrastructure Commission (INFCOM) bodies in the update, the monitoring and implementation of the EW4All Action Plan and its wider scope Capacity Development activities; Coordinate Infrastructure department contributions to development of HydroMet infrastructure in least developed and developing countries, across all divisions of the department, especially the HydroMet infrastructure components supporting EWS; Support development of observation, data exchange and prediction components in regional and national projects implemented by WMO and those implemented by others for which WMO provides technical guidance, and especially projects needed to support Early Warning Systems (EWS), from initial design to execution; Support and coordinate actions responding to Members requests related to HydroMet infrastructure developments, focusing on the implementation of EWS-supporting infrastructure, and review progress of infrastructure implementation projects in supported countries; Collaborate with the regional offices technical coordinators on infrastructure to harmonize Infrastructure development, project implementation and capacity development activities, especially projects needed to support Early Warning Systems (EWS); Perform additional tasks commensurate with the role and as assigned by the supervisor, with a focus on cross-disciplinary activities within the Infrastructure Department supporting Infrastructure development and capacity building for Members. QUALIFICATIONS Education Master's degree or equivalent in meteorology, hydrology or in related discipline within or closely related to the physical sciences. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master's degree.Experience A minimum of seven (7) years of progressively responsible experience advancing early warning at national and international levels, including experience in an organization involved in operational hydrometeorology, international development and/or disaster risk preparedness and reduction. The experience should include background in development efforts and/or disaster risk reduction and/or early warning systems development or operations. Experience in any of these topics will be an advantage: Disaster Risk Reduction (DRR); Regional and/or national projects related to HydroMet infrastructure in least developed and developing countries; Familiarity with the UN system. Other requirements Knowledge of hydrometeorological observing and information systems and data processing/prediction systems, especially in the context of least developed and developing countries. Foster and actively contribute to teamwork. Sense of initiative and creativity. Excellent written and oral communication. Good working knowledge of Microsoft Office applications and other web-based analytical and communication tools. Ability to work across disciplines for contributing to Multihazard Early Warning Systems.Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
