Job Summary

The World Health Organization (WHO) is seeking a highly skilled and experienced Immunization Financial Sustainability Specialist to join its team in Africa Region. The successful candidate will be responsible for coordinating and facilitating the development and costing of multi-year plans, including advocating for sustainable financing for implementation.

Key Responsibilities

  • Coordinate and facilitate the development and costing of multi-year plans, including advocating for sustainable financing for implementation.
  • Support countries in developing proposals for immunization financing.
  • Participate in economic analysis and evaluation of immunization and health systems strengthening ecosystems.
  • Contribute to the development and dissemination of guidelines, tools, norms, standards, and frameworks for economic evaluation of immunization financing for decision making.
  • Identify and build capacity of national and sub-regional human and institutional capacities in immunization economics and financial sustainability.
  • Collaborate with regional and sub-regional economic platforms in resource mobilization and advocacy activities that drive access to vaccines and new technologies.
  • Produce scientific papers on the economics of immunization and vaccine-preventable diseases, including financial projections.
  • Coordinate immunization financing reviews as part of country-level comprehensive immunization programme review and regional-level review of regional strategic plan for immunization.
  • Develop and maintain up-to-date sub-regional databases on immunization programme financing and monitor immunization financing for strengthening and improvement of interventions.

Requirements

  • Master's degree in Economics, Management, or Business Administration, complemented by post-graduate degree or studies in health economics or public health.
  • A minimum of seven years' experience in planning, costing of immunization and vaccine programmes, and economics analysis of public health programmes and interventions within a broad health systems perspective.
  • Experience in policy formulation, strategic planning, and management, as well as facilitating consultations and skills transfer.
  • Experience in implementation of national immunization programmes.

Skills

  • Health economics, health sector financing, routine immunization programmes, vaccine-preventable diseases, and global health architecture.
  • Ability to think independently and strategically plan, coordinate, and support implementation of health programme interventions.
  • Understanding of health sector development financing ecosystems, multi-lateral and bilateral funding mechanisms, and Development Financial institutions (DFI), Public Financial Management (PFM), and operational modalities of special financing vehicles for immunization and health.
  • Excellent communication and presentation skills, with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts.
  • Excellent interpersonal skills, with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics, diplomacy, tact, and courtesy.
