BACKGROUND

Purpose of Activity/ Assignment:

Support Nigeria, Syria, Ukraine, South Sudan country offices on payment recipients' personal data management function to process individual cash transfers for people affected by humanitarian crisis and Frontline workers.

Scope of Work:

The below tasks will be performed by the consultant for the country offices mentioned in the purpose of assignment above. The list of countries may be updated by the supervisor during the assignment:

• Support the global HOPE rollout process and its complementary applications (e.g., Kobo, Aurora, RapidPro, Country Report, Country Workspace) for Frontline workers campaign and humanitarian cash transfers payment during the period of March to July 2025 (Included in deliverable 1)

• Ensure data protection and information security standards are upheld in the context of the consultant duties with CO. (Included in deliverables 1, 2 and 3)

• Implement data processing solutions for household and individual information using global and local tools as relevant. (Included in deliverables 2 and 3)

• Update and draft Standard Operating Procedures (SOP) for data collection, consolidation, and analysis specific to Cash Based Assistance payments to families affected by humanitarian crisis and frontline workers. (Included in deliverables 2 and 3)

• Build capacity among UNICEF staff and partners to ensure data quality assurance from A to Z in Cash Based Assistance payments to families affected by humanitarian crisis and frontline workers. (Included in deliverables 2 and 3)

• Conduct in-country missions to fulfill the above mentioned tasks as agreed with supervisor. (Included in deliverable 3)

• Support UNICEF staff in consolidating, cleaning, and analyzing beneficiary and payment databases as per country operation requirements. (Included in deliverables 2 and 3)

Qualifications

Education:

Master's degree in economics, Social Science, Database management, data analytics or related field is required. Bachelor's degree complemented with relevant industry certifications and two years additional work experience can be considered In lieu of Master degree.

Knowledge/Expertise/Skills required *:

- A minimum of 2 years of experience In public health, global health, epidemiology, or a related field.
- Solid experience and expertise in monitoring and measurement, and familiarity with health management information systems and administrative systems. Experience in conducting research on monitoring tools in a public health field is an asset.
- Excellent verbal and written communication skills to present concepts clearly to technical and non-technical audiences
- Experience working in public health program monitoring, ideally with experience in wasting programming.
- Previous
- Experience in collaborating with multidisciplinary teams, policymakers, researchers, and other stakeholders to integrate diverse perspectives.
- Attention to detail and commitment to producing high-quality work.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset

Requirements:

- Financial proposal that will include/ reflect :

- - the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.

- Any other estimated costs: visa, health insurance, and living costs as applicable.

- Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant's household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered "staff members" under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
