ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
**TERMS OF REFERENCE**:
ITU plays an important role in emphasizing the critical role of ICTs in disaster risk reduction and management, and supports its Member States, in the four phases of disaster management through the design of national emergency telecommunications plans, the setting up of early warning and monitoring systems and the provision of emergency telecommunications equipment when disasters strike.
ITU has been also given the mandate to support the use of digital technologies to reduce and address the effects of natural hazards, including pandemics, that can trigger emergencies and disasters which can cause loss of lives and economic impact around the world.
In light of the above, ITU's Telecommunication Development Bureau (BDT) is looking for interns who could participate in the effective deliver of those activities to achieve its objectives. To this end, the Emergency Telecommunications Intern will carry out the following activities:
1. Support BDT’s work on leading the warning dissemination and communication pillar of the UN Early Warning for All Initiative (EW4A), which stipulates that by 2027 every person in the world is covered by an Early Warning system; Undertake research and help with the compilation of public warning systems, regulations, platforms, and formats that support disaster management, including the use of the common alerting protocol (CAP), cell broadcast (CB), and different technologies and networks; identify a group of experts to share their experiences with developing countries.
3. Assist in reviewing the drafts of the National Emergency Telecommunications Plans, which ITU is helping countries with; and to assist in reviewing the emergency telecommunications baseline assessments to identify which countries have national legislation and regulation on emergency telecommunications.
4. Perform other tasks as requested.
**COMPETENCIES**:
- Ability to draft clearly and concisely, good written and oral language skills.
- Good interpersonal skills, willingness to work collaboratively with colleagues and ask questions to clarify work.
- Basic understanding of disaster management and risk reduction as well as early warning and monitoring systems.
**QUALIFICATION REQUIRED**:
**Education**:
University degree (or completing an advanced University degree) in the areas of emergency telecommunications, international relations, development studies, disaster management or an equivalent level of education and specialization in a relevant field.
**Experience**:
No work experience required.
Languages:
Fluency in oral and written English is a requirement. Knowledge of French is an additional advantage.
**REMENURATION INFORMATION**:
**Please note that a non-remunerated Internship position at ITU does not carry the same conditions of employment as a Short-term or a Fixed-term position. Mandatory Medical Insurance, travel expenses, accommodation and living expenses are the responsibility of the interns or sponsoring institutions.**
**ADDITIONAL INFORMATION**:
The intern will work remotely but will be requested to report onsite if her presence is needed for ET activities.
