Result of Service
- The ultimate result of the service is a validated and approved guideline that will serve AU human rights observers to identify human rights issues/ conflict risk factors that could deteriorate into violent conflict.

- Under the overall supervision of the Deputy Regional Representative, and guidance and leadership of the African Commission on Human and Peoples' Rights Focal Point on Human Rights in Conflict Situations, and taking into consideration ACHPR resolution 332 on human rights in conflict situations and Art. 19 of the PSC protocol; and the Commission's study on addressing Human Rights issues in conflict situations: - Collect and analyse relevant information from diverse sources pertaining to human rights' role in early warning, conflict prevention, and resolution. - Collect and analyse relevant information related to the work of AU human rights observers and how their work informs early warning, conflict prevention, and peacebuilding in the AU and RECs/RMs. - Identify gaps in the identification of conflict factors by AU human rights observers and in their interaction with the AU early warning system; and propose a guideline to help improve the AU's human rights observers work to identify human rights issues that could lead to conflict. - Suggest ways the Human Rights observers work can better inform/contribute to AU's early warning, conflict prevention, and peacebuilding work. This should be grounded on the ACHPR study on Human Rights in Conflict Situations; resolution 332, the PSC briefings by the Focal Point delivered to the PSC, and the Burundi Investigation Mission report. - Communicate regularly with African Commission on Human and Peoples' Rights, OHCHR, and other project partners to brief on progress update, receive and incorporate feedback to the draft guideline. - Submit the draft guideline to African Commission on Human and Peoples Rights, and OHCHR Deputy Regional Representative in charge of regional Pillar for their review. - Present the draft guideline to the ACHPR and relevant stakeholders for validation. - Submit final draft to the ACHPR and OHCHR. - Present the final draft for the ACHPR for adoption.
- Qualifications/special skills
- Master’s in human Rights, Peace and Security, or related discipline At least 15 years of experience in human rights, peace and security, early warning and conflict prevention, and development of guidelines on human rights monitoring. Experience working with the African Union Human Rights Organs in general and the African Commission on Human and People’s Rights in particular is highly desirable. In addition, experience in human rights monitoring and/or early warning analysis work within the African Union context is an added value.
