Project Title: Advancing Fundamental Freedoms in Turkey

Project Period under Evaluation: August 4, 2020 - April 30, 2025

Funding: U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL)

Countries of Focus: Turkey

Implementing Organization: Freedom House

**B. Summary**

Freedom House is seeking qualified individuals to conduct a final evaluation for its U.S. State Department-funded Advancing Fundamental Freedoms in Turkey project. The 56-month human rights program aims to empower civil society to work collaboratively to protect human rights and freedoms enshrined in Turkey’s national and international obligations. A consultant will be contracted starting in February 2025 to conduct a final evaluation of the program.

**C. Project Context**

Freedom House is a non-partisan, non-profit organization that works to defend and expand freedom globally to help secure a world where all are free.

**D. Intended Results**

The following are the relevant objectives and several illustrative intended results from the project.

**_ Objective 1: Different sectors of civil society strengthen their willingness and ability to collaborate._**

- Civil society identifies common ground to work across divides.
- Civil society engages with international mechanisms to promote human rights in Turkey.

**_Objective 2: Journalists, lawyers, and civil society in Turkey develop a comprehensive response to threats to fundamental freedoms.._**
- Expected Outcomes:_
- Lawyers, journalists, and civil society in Turkey increase their capacity to protect each other against external threats.

**_ Objective 3: Civil society effectively engages with decision-makers to uphold Turkey's human rights commitments._**
- Expected Outcomes:_
- Civil society engages with international mechanisms to promote human rights in Turkey.
- Civil society utilizes openings for action through collaboration with municipalities to support fundamental freedoms in Turkey.

**E. Existing Data**

Freedom House will provide the evaluator with a package of briefing materials to review prior to the start of data collection, including, but not limited to:

- The awarded proposal documents for the project
- Project quarterly reports
- Project monitoring and evaluation data
- Statements and joint reports produced following the networking support activities

In providing existing data, Freedom House will take into consideration the security and safety needs of FH staff and project partners. Freedom House will not provide information that may present security risks.

**II. EVALUATION RATIONALE**:
**A. Evaluation Purpose**

This external evaluation comes at the chronological conclusion of the project. This evaluation is meant to serve three purposes: (1) to learn to what extent the projects’ intended results have been achieved; (2) to assess the relative effectiveness of different strategies and intervention approaches in the country and context; (3) to identify successes and lessons learned from this project to inform the design of future programming in Turkey and elsewhere in the region.

**B. Audience**

The audience of the evaluation will be Freedom House staff, specifically the Turkey team of the Europe & Eurasia division, and the project donor. Freedom House will ask that the evaluator prepare a summary of the findings with these audiences in mind.

**C. Evaluation Questions**

Freedom House is primarily interested in examining **how Freedom House can better support and strengthen civil society collaboration at both the national and local levels to advance fundamental freedoms.**Some of the specific lines of inquiry this evaluation is intended to address are included below:
**1. Strengthening civil society collaboration**: In what ways did coalition-building and networking activities support ideologically diverse civil society groups to collaborate on specific human rights issues?
a. What were the limitations of project-supported coalition and network building activities in terms of fostering common ground for civil society to work on specific human rights issues?
b. Which activities and strategies were more or less effective in building bridges and fostering collaboration among diverse civil society groups?

**2. Civic collaboration with local municipal authorities**: In what ways did the small grants initiatives implemented by local civic organizations effectively cultivate opportunities for engagement and collaboration with local municipalities?

**3. Advocacy**:In the perspective program participants, what were the successes and limitations of the applied learning and fellowship opportunities provided to emerging civil society leaders?
