**Organizational Context**:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The NSDOC Division is in turn organised in three Departments, each of them led by a Director. The Disasters, Climate and Crises (Prevention, Response & Recovery) Department consists of four teams, of which Climate & Resilience is one.

The consultancy sits within IFRC’s Climate and Resilience team and is part of the Global Climate Resilience Programme project portfolio.

**Job Purpose**:
**Background**

Addressing the climate and environmental crises is the first Strategic Priority of IFRC’s Strategy 2030, which stresses the urgency to massively scale-up climate change adaptation and disaster risk reduction in view of increasing disasters and climate-related impacts on vulnerable people. The IFRC’s Global Climate Resilience Programme aims to foster an unprecedented scale-up of locally-led climate-smart DRR and adaptation actions to prevent and reduce climate-related disaster impacts and build community-level climate resilience.

IFRC’s Global Climate Resilience Programme is being delivered through a growing portfolio of global projects, from a number of donors. These include:

- Coastal City Resilience and Extreme Heat Project Action (COCHAP) funded by USAID.
- ECHO Pilot Programmatic Partnership (ECHO PPP) funded by DG ECHO.
- Water at the Heart of Climate Action funded by the Netherlands.
- USAID Greening DRR/NbS project.

**Objectives**

The objective of this consultancy is to support the project and grant management of these projects, especially in terms of coordinating with IFRC regional focal points and project partners, ensuring alignment with IFRC financial and administration processes and facilitating project reporting.

**Job Duties and Responsibilities**:
**Facilitate coordination among** project partners**
- Map and maintain contact lists of internal and external project partners
- Establish project coordination mechanisms for new projects
- Organise and report on regular coordination meetings for project partners, in close coordination with IFRC HQ and regional project focal points
- Identify and track project management challenges and propose

**Ensure **project **alignment with IFRC financial and administra**tive***
- Ensure compliance of project implementation with IFRC financial and administrative processes, in close liaison with IFRC HQ teams
- Track implementation rate of project work plans and budgets, identify gaps and propose follow up actions.
- Facilitate project administrative procedures, in close liaison with relevant units in IFRC (e.g., legal, partnership and resource development, finance, and audit).

**Coordinate** **project **reporting**
- Communicate with project partners on timely and standard reporting.
- Gather and review materials from partners, ensuring quality content for donor reporting
- Analyse project reporting gaps (financial and narrative) and identify required follow up actions.

Further deliverables may be mutually agreed between IFRC and the consultant.
