**_ Context:_**

Under the overall supervision of the Deputy Director Director of General for Operations, and the
direct supervision of the Director of Humanitarian Response and Recovery (DHRR) and in close
coordination with the Deputy Director of the DHRR, the Head of Humanitarian Operations
Division leads the Organization's humanitarian preparedness and response and contributions to
save lives, protect people on the move and drive solutions to displacement. The Head of
Humanitarian Operations Division will manage the Division which comprises several functions:
crisis coordination; humanitarian operations support; emergency response; cluster related
responsibilities; and compliance to scale up protocols.

**_Core Functions / Responsibilities:_**

1. Develop and implement robust, comprehensive strategies and clear standard operational
procedures to ensure that IOM's emergency responses can respond to multiple and complex
crisis situations.

2. Initiate and guide the development of the Organization's emergency response in consultation
with host governments, donors, UN Agencies, implementing partners, relevant stakeholders and
across the organization, including with Regional Thematic Specialists to ensure predictability,
accountability and coordinaton.

3. Provide guidance and ensure that mechanisms and responses are aligned with IOM’s
Institutional Emergency Protocols as well as the IASC Humanitarian Programming Cycle, and
the priorities identified by the global humanitarian system (e.g. Centrality of Protection,
Principled Humanitarian Access, Accountability to Affected Populations, Localization).

4. Formulate and implement the substantive work programme of the Division and oversee the
management of its technical assistance activities in the areas of Camp Coordination and Camp
Management (CCCM), Shelter and Settlements, and Water Sanitation and Hygiene (WASH)
Lead, coordinate, manage and further develop major programmes (country specific, regional
and thematic) in the areas of humanitarian emergency response and capacity development of
national and local actors. Ensure that programmed activities are delivered in a timely and
effective fashion, and coordinate work with other across all departments, contributing to Whole
of Organization approaches.

5. Ensure that emergency response programmes are developed and implemented in line with
IOM's mandate, strategy and policies; and that their evaluation is facilitated and carried out in an
efficient and timely manner. Work closely with other Departments s to ensure synergy of efforts,
regional coordination and feasibility of programme implementation and evaluation, including a
coherent and integrated, Whole-of Organization technical cooperation approach and compliance
with international standards.

6. Assess the suitability and effectiveness of emergency and crisis response strategies for
planning and implementing migration crisis management activities and for identifying needs for
humanitarian assistance. Guide and capacitate Country and Regional Offices on possible
methodologies and tools for various migration crisis management scenarios.

7. Ensure a solutions lens focus throughout humanitarian response planning and
implementation to contribute to and facilitate solutions to displacement.

8. Coordinate as required, IOM's emergency responses - including deployment of the
emergency response teams - in coordination with relevant divisions, departments, regional
offices and with DHRR management, Regional Directors, Regional Thematic Specialists, and
Chief of Missions. In the case of scale up responses, supervise the Crisis Coordinator in close
coordination with the MEC.

9. Coordinate and oversee the preparation of situational and humanitarian response progress
