**Organizational Context**:
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its 191-member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional offices as follows: Americas (Panama City); Africa (Nairobi); Asia and Pacific
- AP (Kuala Lumpur); Europe (Budapest); Middle East and North Africa-MENA (Beirut).

**Appeals Commission**

**Establishment**

As per Rule 12.1 of the Staff Rules and Chapter XII of the Staff Regulations, the Secretary General has set up an Appeals Commission, which “shall have the mandate to advise the Secretary General in the case of an appeal by a staff member who has concluded a contract of employment with the International Federation which is not governed by national law against an administrative or disciplinary decision on the terms of engagement, conduct or termination of employment.”

**Composition of the Appeals Commission**

As per Article 12.5.0 of the Staff Regulations, the Appeals Commission shall be composed of nine persons, four members nominated by the staff association and four members nominated by management, and an external person who shall serve as Chair of the Appeals Commission ("Chair"), appointed by the Secretary General after nomination by the Joint Staff and Management Commission (“JSMC”), upon proposal from the Human Resources and Legal Departments.

**Criteria for Selection**

The Chair shall have relevant expertise in the administration of international civil service and human resources-related matters, be independent, have no conflict of interest and not be a current Federation Staff, or current member of any Federation body, commission or committee.

**Mandate**

The mandate of the Chair is for the period of six years from the date of his/her appointment, non-renewable. Subject to findings of a biennial review by the members of the Appeals Commission and the JSMC, the Secretary-General may terminate the appointment of the Chair only in case of failure to abide by these Terms of Reference.

The Chair may resign by giving a three-month written notification to the Secretary General, on the condition that any pending appeal proceedings shall be brought to their normal conclusion before the resignation is effective.

During his/her tenure as Chair and for three years following the end of his/her mandate, the Chair cannot be employed as a Staff member or a consultant by the Federation, or be a member of any Federation body, commission or committee.

The Chair shall perform all functions with the utmost confidentiality, impartiality, independence, and free from any actual or potential conflict of interest, as per the Federation’s Code of Conduct.
