- The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. A consultant is needed to assist the Secretariat in: - Updating the “technical guidelines on the environmentally sound management of used and waste pneumatic tyres”, hereinafter referred to as the “guidelines”, taking into account decisions BC-16/7 whereby the Conference of the Parties (COP) to the Basel Convention agreed that they should be updated. The COP also established the small intersessional working group (SIWG) for that purpose (decision BC-15/15) and requested the Secretariat in consultation with the SIWG to prepare an updated draft of the guidelines for consideration by the Open-ended Working Group (OEWG) at its fourteenth meeting and the Conference of the Parties at its seventeenth meeting. A draft of the updated guidelines (herein after the updated guidelines) has been considered by OEWG and is to be further revised taking into account comments from Parties and observers for consideration by the SIWG. Under the supervision of the Programme Officer, the consultant will perform the following tasks: - Identify the sections of the updated guidelines that need to be revised, taking into account comments received from the Parties and observers and any relevant decisions and processes under the Basel Convention;
- Research and collect information on waste tyres and their environmentally sound management, as needed for updating the guidelines;
- On the basis of the information collected, prepare a revised draft of the updated guidelines for consideration by the meeting of the SIWG in February 2025;
- Participate in teleconferences arranged by the Secretariat with the SIWG to obtain guidance and provide clarifications on the update of the guidelines, as necessary;
- Participate in the meeting of the SIWG in February 2025, if necessary, and provide technical advice to the Secretariat;
- Prepare a revised version of the updated guidelines, taking into account the meeting of the SIWG, for consideration by the COP.
- Qualifications/special skills
- An advanced university degree (Master’s or equivalent) in the field of engineering, natural sciences, environmental management or related field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of seven years of working experience in the field of waste and chemicals management and/or policy making is required. Experience developing reports of a technical nature and excellent research skills with the ability to collect information from diverse sources are required. Knowledge of waste tyre management is desirable. Familiarity with the Basel Convention, and work related to technical guidelines, is desirable Experience with multi-stakeholder processes is desirable.
