**1. Organizational Context**
- **Organizational Setting**

The post is located in the Global Challenges Division whose objective is to strengthen WIPO's position as the leading intergovernmental forum for addressing the intersection between intellectual property and global public policy issues. The Division engages substantively with other UN and intergovernmental organizations, the private sector, and civil society in order to lead and inform policy deliberations. Importantly, the Division develops practical contributions to demonstrate in tangible ways the benefits of intellectual property in the search for solutions to major challenges facing humanity, including global health and climate change.
- **Purpose Statement**

The Head of Global Health is part of a multi-disciplinary team focused on global challenges at the intersection of Intellectual Property (IP) and global health. The incumbent plays a lead role in developing and advancing WIPO's work in this area by establishing and implementing projects, programs and partnerships that demonstrate the contribution of IP and innovation to addressing key issues of our time and advancing global health goals.
- **Reporting Lines**

The incumbent works under the supervision of the Director of the Division.

**2. Duties and Responsibilities**

The incumbent will perform the following principal duties:
**a. **Conceptualize, design, implement, and manage highly innovative initiatives and projects addressing issues related to global health and access to health technologies where they intersect with IP and innovation systems. As an authoritative expert, improve methods and systems for the design and evaluation of projects.

**b. **Lead, plan and manage the Global Health Unit's work to ensure the effective management and efficient use of all financial, human and other resources. Develop planning and budget proposals and activities in conformity with defined objectives. Assess and ensure individual and team operational performance levels, as well as overall Key Performance Indicators (KPIs) for the global health portfolio and take action as appropriate.

**c. **In collaboration with the Director, develop program strategies related to global health. Formulate and develop conceptual approaches and policy frameworks for cooperation activities and manage the preparation of related reports.

**d. **Assess developments, challenges and issues at the intersection of IP/innovation and global health and provide analysis and advice to the Director on areas presenting an opportunity for further development, taking into account economic, social and political conditions.

**e. **Lead proactive engagement with governmental, NGO, industry and other stakeholder groups on global policy challenges related to health, including organizing and leading global-health focused seminars and side events. Identify and initiate measures to strengthen institutional relations and build sustainable partnerships.

**f. **Design and develop processes and mechanisms for improved horizontal collaboration across WIPO as regards work touching on global health issues; coordinate efforts with concerned work units throughout the Organization to share knowledge and identify advocacy and communications opportunities within WIPO's health-related activities.

**g. **Represent the Organization at national, regional, and international meetings.

**h. **Supervise staff, consultants, interns and Junior Professional Officers.

**i. **Perform other related duties as required.

**3. Requirements**

**Education (Essential)**

Advanced university degree in international relations, health, law, regional studies or other relevant discipline. A first-level university degree plus an additional two years of professional experience may be accepted in lieu of the advanced university degree.

**Experience (Essential)**

At least ten years of relevant progressive professional experience, of which at least three at the intersection of IP and global health, preferably in both an international and corporate environment. Demonstrated record of establishing and managing multi-sectoral partnerships related to intellectual property and global health issues.

**Language (Essential)**

Excellent knowledge of written and spoken English.
