The Chief of Staff (CoS) is a key member of the senior management team, supporting the Executive Director (ED) and, by extension, the rest of the Management Executive Committee (MEC) in delivering the Global Fund Strategy. Working flexibly with the ED and the Front Office Team Leader (FOTL), and with the direct support of the Strategy Implementation Team and the Performance Delivery Team (PDT), the CoS will maximize the ED’s impact, through careful planning and preparation of ED interventions, monitoring and follow-up of MEC action items, targeted oversight of strategy implementation priorities, and direct engagement to drive specific changes or resolve particular issues. The CoS will therefore play a key role in driving coordination, collaboration and prioritization across the organization. The CoS will also represent the ED in internal and external meetings where appropriate. Through managing the MEC agenda and via continuous interaction with MEC and the Extended Leadership Team (ELT), the CoS will also serve as the ED’s radar and response mechanism, enabling issues to be anticipated and resolved swiftly, and enhancing communication and coordination across the senior management team.

The CoS will be a member of MEC and will take responsibility for the activities and staff currently in Strategy Implementation Team (comprising three sub-teams currently in Strategy & Policy Hub: organization planning and monitoring, process design/optimization, and Performance & Accountability oversight and reporting) and the Performance Delivery Team, reconfiguring these teams as necessary to meet the evolving needs of the organization.

Key Responsibilities

The Chief of Staff will:
Provide high-level strategic and execution support to the ED
- Support the ED on determining priorities for ED intervention in the context of overall strategic and implementation imperatives and evolving circumstances
- Develop and sustain trusted relationships with MEC members and key members of the Extended Leadership Team (ELT) to ensure translation of strategic priorities into action
- Provide support to the ED in internal and external communications, working with External Relations and Communications Division (ERCD) and acting as a spokesperson for the ED where necessary

Ensure the effectiveness of the senior leadership team (MEC/ELT)

Coordinate MEC agenda and follow up actions and communications, working with the Strategy Policy Hub (SPH) and MEC members
- Monitor and report on Performance & Accountability progress and metrics
- Provide targeted support to other MEC members on change management and strategy implementation priorities
- Drive organization planning process in conjunction with Finance and HR
- Drive and coordinate ELT agenda, working with HR and SPH to galvanize cross-functional leadership at this level.

Take lead on specific cross-functional projects and issues as needed
- Lead or support specific organization wide and/ or cross-functional projects or initiatives as agreed with the ED in conjunction with relevant MEC members, deploying PDT resources as needed
- Act as a trouble-shooter on specified issues as requested by the ED

Represent the ED in both internal and external meetings/groups/processes
- Represent the ED on selected internal working groups, steering committees, etc (this will vary over time, but to give a flavor, current examples might include the Diversity, Equity and Inclusion taskforce, the Future of Work working group, and the cross functional group working on pandemic preparedness)
- Represent the ED on selected external working groups, forums, meetings, etc, and build relationships with key external stakeholders (this will also vary over time, but current examples might include the work on transitioning ACT-A to a future Medical Counter-Measures platform)

Ensure the smooth and effective operation of the Office of the Executive Director (OED)
- Act as budget holder for OED as a whole, including both the combined Strategy Delivery and PDT teams, and the ED’s front-office
- Manage Strategy Implementation Team and PDT staff and activities, reconfiguring as necessary and sustaining the pipeline of exceptional talent.
- Delegating day-to-day of the ED’s front-office and budget to the Front Office Team Lead (FOTL)
- Work with FOTL on prioritizing ED time and commitments, and participate in selected meetings /missions alongside the ED to ensure prompt follow up
- Act a day-today administrative interface for the Chief Evaluation and Learning Officer (CELO)
- Support Heads of HR and SIID, and the ED in managing relationships with Staff Council, Ombudsman and Appeal Board (and other stakeholders as required)

Manage Strategy Implementation and Performance Delivery (PDT) teams
- Manage the Strategy Implementation Team (indicative FTE: 7) that leads coordination of strategy implementation (2023-2028), monitors KPIs and priority setting, reports on progress, and elevates strategy implementation challenges
