**OBJECTIVES OF THE PROGRAMME**:
The mission of the **Office of Internal Oversight Services, (**IOS) is to provide independent, objective assurance and advisory services designed to add value and improve the Organization's operations.

**DESCRIPTION OF DUTIES**:
Under the general supervision of Head Investigation, and reporting to the Team Lead, Investigation Operations, the incumbent will:
1. Plan, conduct and report on IOS investigations into allegations of misconduct with a focus on: a) financial misconduct, including fraud, corruption, misuse of resources and other related misconduct; b) abusive workplace conduct, including workplace harassment, abuse of authority, discrimination and retaliation; and/or c) sexual misconduct, including sexual exploitation and abuse and sexual harassment.

2. Review and assess complaints and allegations in assigned cases, formulate investigation plans, review and analyze all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, record interviews, obtain and analyze potential documentary and electronic/digital evidence, conduct investigative research and determine the appropriate presentation of investigative results.

3. Appraise progress of investigations and assess probable impact of investigation outcomes relative to strategies and advise colleagues (i.e. team members) and supervisors accordingly.

4. Coordinate with local officials, partners, and third parties, and obtain internal support such as interpreters to facilitate investigative work; report outcomes of investigations to Team Lead, Investigation Operations.

5. Lead teams of investigators/consultants working on investigation cases.

6. Prepare complete and concise investigation reports, case closure memoranda and other investigation products containing findings and recommendations for remedial or disciplinary action.

7. Prepare advisory reports, including recommendations for corrective action and improved controls and effectiveness or efficiency of WHO systems and operations;
8. Monitor actions taken and assess the adequacy of response to recommendations and prepare periodic report thereon;
9. Guided by the Team Lead, Investigation Operations, prepare risk assessments and risk profiles for the conduct or proactive investigations.

10. Provide support in the preparation of annual work plans and the establishment of priorities for the investigation function.

11. Monitor best practices of internal investigations in international organizations and contribute to updates IOS procedures accordingly.

12. Perform other tasks as assigned.

**REQUIRED QUALIFICATIONS**:
**EDUCATION**:
**Essential**: Advanced level university degree (Master's level or above) in law, criminology or in a directly related area relevant to the functions of the position.

**Desirable**: Formal training and/or certification in law enforcement methodologies, an asset. Admission to the Bar an asset; Certified Fraud Examiner (CFE), highly desirable.

**EXPERIENCE**:
**Essential**: At least 7 years of directly relevant progressively responsible professional experience of investigations, in the field of complex administrative environments, including with direct responsibility for performing investigations of allegations of workplace misconduct. Field experience in developing countries. Demonstrated exposure at the international level.

**Desirable**: Field experience in complex and challenging operating environments is desirable as is experience in the UN or Bretton Woods system. Experience with IT forensic tools and approaches.

**SKILLS**:
Expertise in the field of fraud, corruption, misuse of resources, sexual exploitation and abuse and/or sexual harassment, and/or abusive workplace conduct.
Ability to communicate effectively, both orally and in writing.
Effective report writing skills.
Maturity of judgment, tact, integrity and discretion.
Ability to maintain effective working relationships with people of different national and cultural backgrounds.
Familiarity with forensic tools and analysis is desirable.
Advanced skills in Microsoft Office package.
Knowledge of the law of the international civil service as it relates to administrative investigations of staff workplace
conflict/harassment, sexual harassment or sexual exploitation and abuse (including allegations implicating implementing partners) and other forms of related misconduct is highly desirable.
Strong knowledge of UN system policies, rules, regulations and procedures is highly desirable.
