short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.

**_ Context:_**

IOM is part of the United Nations system, as a related organization. IOM supports migrants
across the world, developing effective responses to the shifting dynamics of migration and, as
such, is a key source of advice on migration policy and practice. The organization works in
emergency situations, developing the resilience of all people on the move, and particularly those
in situations of vulnerability, as well as building capacity within governments to manage all forms
and impacts of mobility. The Organization is guided by the principles enshrined in the Charter of
the United Nations, including upholding human rights for all. Respect for the rights, dignity and
well-being of migrants remains paramount.

OIO is an operationally independent office of IOM and reports to the Organization’s Director
General. It is responsible for supporting the achievement of IOM’s objectives by contributing to
improvement of the Organization’s operations, risk management, and results, through its
internal audit, investigation, and advisory services. OIO solely performs, manages, or authorizes
others to carry out these services.

To fulfill this mandate, the Internal Audit Division provides independent and objective assurance
and advisory services with the objective of increasing accountability, enhancing risk
management, governance, and control processes, and improving the effectiveness and
efficiency of IOM’s operational and programmatic performance. IOM performs its internal audit
work in accordance with the International Professional Practices Framework (IPPF) of the
Institute of Internal Auditors (IIA).

Under the overall supervision of the Director, Office of the Internal Oversight (OIO) and the
direct supervision of the Head of Internal Audit, the Consultant will conduct internal audits and
advisory engagements.

**_Core Functions / Responsibilities:_**

1. Participate in all stages of internal audit assurance and/or advisory assignments in the field
and in headquarters.

2. Support the audit team leads in delivering assigned internal audit tasks within the agreed
upon timelines.

3. Establish comprehensive work papers and contribute to the writing of audit reports and/or
advisory memoranda following the established methodology and protocols.

4. Provide expert advice on audit related matters.

5. Support in OIO audit related activities per the established annual work plan.

**Performance indicators for the evaluation of results**

A detailed timesheet with a distinct allocation of time will be completed and submitted by the
consultant per the established template by the Internal Audit function. Performance assessment
will be based on the deliverables per the agreed timelines and an assessment of the quality of
deliverables will be conducted during all stages of assignments per the OIO Internal Audit
internal protocols.

**_ Required Qualifications and Experience:_**

**Education**
- Master’s degree in Accounting, Business or Public Administration, Finance, or any related field

with seven years of relevant professional experience; or
- Bachelors degree in the above fields with professional auditing certification and at least nine

years of relevant professional experience; and,
- Professional accounting, auditing, or related designation (CA/ CPA / ACCA/ internationally

recognized national equivalent or CIA). Additional certifications would be considered an asset.
** Experience**
- At least seven (7) years previous internal audit and/or other directly relevant experience (e.g.,

external auditing), preferably at internal audit functions of the United Nations, international or
regional organizations, and/or international professional services firms.
- Experience in effective use of modern audit management tools and techniques such as

electronic working papers, Computer Assisted Audit Techniques (CAATs), word proces
