What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Staff health adviser participates to the development of the Staff health strategy, and is in charge to implement it in the Region s/he is covering. S/He is the direct interlocutor of the Regions (Operations) in HQ for any Staff health questions. S/He contributes to the key medical tasks (clinical cases and transversal files) that constitute the operational activities of the Staff Health Centre of Expertise at headquarters, including all aspects of crisis management support (safety & security incident, abduction, and death of staff). S/He is in charge of the supervision and performance evaluation of the Regional staff health coordinators of the Region s/he is covering.

Your accountabilities and responsibilities

Participates in developing and implementing the Staff health strategy.
Supervises, participates to the evaluation of performance and coordinates the activities of the Regional Staff health cordinators.
Interacts with Heads of Region, Deputies Head of Region, and Operation coordinators of the Region(s) covered for all Staff health questions.
Develops, updates, and implements staff health policies and medical clinical guidelines.
Participates in risk management activities within the framework of the ICRC's duty of care.
Participates to the elaboration and revision of the medical screening criteria for the deployement of ICRC staff outside of their country of residence.
Answers the medical hotline 24/7/365 (in one-week shifts with other Heads of Staff health sector) for all urgent matters arising in the field; organizes the repatriation or evacuation of staff for medical reasons and ensures medical follow-up.
Provides medical opinion in case of illness, accident or professional disease for ICRC staff in the field and ensures medical follow-up and referral if needed.
Conducts ad hoc individual health briefings and debriefings of ICRC colleagues before or after field missions, in specific situations.
Regularly updates the statistical databases (case management, medical evacuation, debriefing).
Carries out field assignments in emergencies or when special medical situations arise (e.g. epidemics), in order to assess the referral facilities or provide ad hoc assistance to Delegations.
Participates to Instituaional crisis management support, when exceptional events occur, such as abductions, death of colleagues, security & safety incidents, pandemics and natural disasters.
Takes part in Staff health training courses and any other regular or ad hoc pedagogical activities involving Staff health, within or outside the ICRC.
Scope & Impact

Provides Staff health expertise to the Regional Staff Health Coordinators, Staff Health Managers/Officers 1&2 in the field, to Operations and Management (field and headquarters) and to all ICRC Staff.
Has direct line supervision over Regional staff health coordinators and technical supervision over Staff Health Managers/Officers 1 & 2.

Relationships

Internally, interacts with all Staff health ressources (Region, Delegation), ICRC Operations and Management and Staff in the field regarding Staff health.
Externally, interacts with occupational health experts, Swiss and international health-care providers, and professional medical evacuation service providers.
Certifications / Education required

Medical training with a specialist medical degree in general internal medicine or equivalent.
Master's degree in public health is an asset.
Fluent command of English and French.
Computer literacy.
Professional Experience required

At least 10 years of relevant professional experience.
Additional training or experience in tropical medicine desired.
Broad clinical experience, including experience in medical follow-up of individuals, independence in clinical decision-making, capacity to supervise other members of the medical team.
Experience in managing a team desired.
Experience in mental health and trauma care desired.
