**I. MSF INTERNATIONAL**

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

**II. POSITION BACKGROUND**

The MSF Executive Supply Chain Committee (ESCC), in collaboration with the International Supply Chain Office, is leading the Supply Transformation Topics Program, with the goal of establishing a supply chain by 2031 that aligns with MSF's evolving challenges. This program focuses on five key supply chain pillars: medical sourcing, distribution footprint, mutualization at both field and headquarters levels, medical stock and demand management, and information systems and data management.

In this context, it is essential to identify the human resources components that will serve as enablers in achieving the transformation's objectives. This will require not only strengthening MSF's capacity to attract and retain supply chain professionals through tailored recruitment practices and compensation & benefits policies, but also expanding MSF's learning and development offer and career advice support. Developing a skilled supply workforce that can adapt to the evolutions of the supply chain in the years to come will also necessitate a review of MSF ways of working in terms of Human Resources.

**III. PLACE IN THE ORGANISATION**

As part of the International Office Supply team, the Supply Chain HR Project Manager will:

- Report hierarchically to the International Office Supply Chain Coordinator.
- Collaborate closely with the Head of GPU and the IO Supply Chain Program Manager
- Work closely with the ESCC, the heads of supply and heads of procurement of all Operational Centres (OCs) and European Supply Centres (ESCs).
- Collaborate with the GPU heads of scope and other stakeholders involved in defining supply and procurement team composition, staffing needs, recruitment and L&D offer in the different Operational Centres (OCs) and Supply Centres.
- Interact with other GPU team members, the IO HR team and other stakeholders within the MSF movement involved in HR activities having an impact in the strengthening of the supply workforce.
- Lead the team in charge of the implementation of the recruitment and L&D pillars of the MSF Global procurement strategy composed by a Supply Chain HR Officer and a Learning and development project manager.

**IV. OBJECTIVES OF THE POSITION**

The overall objective of this position is to do an analysis of the main HR stakes develop the orientations and coordinate the smooth deployment of a global supply HR strategy and ensure it is pertinent, efficient and responds to the global needs of MSF in order to contribute to MSF having an adapted supply HR set up, people and L&D offer.

**V. MAIN RESPONSIBILITIES**
- ** Asses current supply chain needs and challenges in terms of Human Resources in the light of the objectives set by the Supply Transformational Topics program and propose and action plan to address them.**
- Conduct a thorough analysis of the current supply chain challenges in terms of Human resources (HR set up, current workforce, recruitment, learning & development, Compensation & Benefits practices, etc.).
- Identify critical gaps between existing workforce, HR practices and policies and the future needs as defined above.
- Based on the gaps identified and priorities agreed, formulate an action plan to support the Supply Transformational Topics program in terms of HR stakes. Anticipate risks, resources and stakeholders to be engaged.

**2. Coordinate the deployment of activities agreed on the Procurement Global HR strategy.**
- Support the organizational design of MSF procurement set up, the definition of procurement functions and their implementation in the different entities.
- Assess internal and external availability of procurement profiles, contribute to improving the attractivity and visibility in terms of recruitment and contribute to qualitative selection of procurement profiles.
- Coordinate the development of learning solutions to strengthen procurement capacities across MSF.
