OverviewConsultancy: National Coordination Support for Comoros, EWS-F Project. Deadline for application: 7 December 2025. Organizational unit: Hydrological and Water Resources Services (HWR) Division; Hydrology, Water Resources and Cryosphere (HWC) Branch. Excellent knowledge of French and English (both oral and written) is required.ResponsibilitiesSupport the evaluation and improvement of hydrometeorological systems.Finalize and validate the NCAT (National Capacity Assessment Tool) results for Comoros in coordination with national stakeholders and WMO technical teams.Track progress on observation network upgrades, data systems, and flood forecasting tools deployed under the project.Provide feedback on system functionality, data quality and user satisfaction.Contribute to gap analysis and propose corrective actions where needed.Ensure good synergies with the development of hydrological systems planned by other partners (e.g., CREWS-SWIO, ClimSA, SOFF, IOC HYDROMET).Facilitate regular communication between the Comoros NMHS, DRM agencies, sectoral ministries, and community stakeholders.Support the work of the regional PSC and help ensure national ownership of project deliverables.Strengthen institutional coordination frameworks, including SOPs for information exchange.Organize and coordinate national workshops, training sessions, and technical consultations based on the training development plan.Document capacity-building activities, participants, and outcomes; identify additional training needs and propose follow-up actions.Support WMO representation in Comoros; maintain national-level implementation trackers aligned with the EWS-F workplan and indicators.Contribute to project progress reports (technical, financial inputs) and provide case studies, lessons learned and success stories for visibility and communication.Help integrate EWS-F outcomes into national policies, plans and institutional frameworks in Comoros; support preparation of maintenance and sustainability plans for procured equipment and systems; promote dissemination of impact-based products, risk maps and community awareness materials.DeliverablesInception report - Work plan, methodology, and stakeholder engagement plan.Monthly progress updates - Tracking achievements against project indicators, highlighting challenges, risks, and mitigation measures.Workshop and training reports - Including agendas, participant lists and evaluation summaries.Biannual progress reports - Inputs on national implementation status, coordination outcomes and lessons learned.Final report - Summary of activities, outcomes, challenges and recommendations for sustainability and future project needs.QualificationsEducation: Advanced degree in hydrology, meteorology, environmental sciences, disaster risk management, or related field.Experience: Minimum 10 years of experience with NMHSs, DRM agencies or related government institutions; minimum 5 years in project coordination, stakeholder engagement and organization of capacity-building activities; familiarity with hydrometeorological observation systems, flood forecasting tools and impact-based forecasting approaches; experience with donor-funded projects and results-based reporting is desirable.Other requirements: Strong organizational, facilitation and communication skills; ability to work independently; proficiency in report writing; excellent problem-solving and communication skills; knowledge of SWIO region's meteorological context is desirable; sensitivity to cultural, religious, race, nationality and age considerations; experience in collaborative work across SWIO countries; strong verbal and written communication and analytical skills.Further details: DEADLINE FOR APPLICATION: 7 December 2025.
