Background:

Victim and survivor centered investigations are fundamental in addressing allegations of Sexual Exploitation, Abuse, and Harassment (SEAH). This approach provides vital support to victims/survivors and ensures that perpetrators can be held accountable and excluded from working in the aid sector. The aid sector struggles to deal with incidents of SEAH because of a lack of investigative capacity, particularly in the Global South and among smaller NGOs.

CHS Alliance (CHSA), in partnership with Humentum, have developed and piloted the training course structures, methodology, and training materials in three tiers, known as the investigation qualification training scheme (IQTS). The 3 tiers cover (1) foundation, (2) theory and (3) practitioner-level skills and knowledge to conduct victim and survivor centered SEAH investigations. A fourth tier has been developed to allow for renewing qualifications and to promote continuous learning and education.

To meet the growing demand for the scheme, CHS Alliance and Humentum have launched a new project initiative, with funding from BHA/USAID, to significantly scale up training capacity and to strengthen the sector’s ability to conduct professional, locally led, survivor centered SEAH investigations. Over a project implementation period of three years, this initiative will facilitate the consolidation of the aid sector around professional victim/survivor-centered investigations becoming the standard response to SEAH incidents.

Job purpose:

The SEAH Investigation Programme Manager will report to the Director of Programmes and work alongside the SEAH Investigation Capacity Manager, to ensure that all project activities are aligned and deliver on quality and major milestones. This will include (1) Project management and timely reporting to donor; (2) Regular interaction with BHA/USAID to share information and respond to queries; (3) Close coordination and collaboration with project partner Humentum; (4) Support the SEAH Investigation Capacity Manager with efforts to promote victim/survivor centered SEAH investigations; (5) Coordinate project related advocacy and communication with Communication department.

The main purpose of the role is to oversee the successful delivery of the “Strengthening Global Capacity for Survivor-Centered SEAH Investigations” and outputs as defined in the project description.

The selected candidate will be responsible for planning and project management of the IQTS and all related project activities, in collaboration with the SEAH Investigation Capacity Manager.

The candidate must have extensive experience in project management for large and complex initiatives. Prior experience in managing projects with BHA/USAID and knowledge of the IQTS, would be a definite advantage.

This is a senior programmes position, requiring a close working partnership with partner Humentum, CHS Alliance staff and members and a wide range of external stakeholders.

Key responsibilities for this role include:
  • Daily management and coordination of the project;
  • Ensure delivery of key activities and project milestones;
  • Drafting of yearly workplans and related products (M&E plan, timetable etc.)
  • Assist in sound budget management of the project in collaboration with Finance;
  • Identify and manage risks related to the project and propose mitigation measures;
  • Coordinate key messaging around IQTS with the Communication Team;
  • Ensure timely collection and safe storage of key project data and documentation;
  • Draft donor reports and ensure their timely submission;
  • Provide support to and collaborate with the Investigation Capacity Manager;
  • Other tasks as become necessary.

Person Specification:

Qualifications

  • Undergraduate degree, or equivalent qualification
  • Postgraduate degree in International Relations, Humanitarian studies, or other relevant studies

Experience

  • At least seven years of relevant work experience
  • Strong practical experience in project management (planning, implementation, monitoring etc.)
  • Prior experience in managing BHA/USAID grants and cooperative agreements

Knowledge

  • Good knowledge of project management methodology and techniques;
  • Government donor grant regulations, reporting requirements and procedures;
  • Good knowledge of budgeting and resource allocation procedures
  • Knowledge of survivor/victim-centred approach to SEAH investigations and applicable guidelines
  • Familiarity with Core Humanitarian Standard and related commitments
