General requirements for candidates:

U.S. citizens who have received a degree from an accredited post-secondary educational institution. Participation in the JPO program is limited to U.S. citizens who are 32 years of age or younger on 31st December 2025.

The main objective of the ILO Junior Professional Officer (JPO) Programme is to provide young professionals a hands-on experience of the ILO activities as well as to aim to promote the integration of young talent into the organisation.

Introduction

The Human Resources Development Department (HRD) is responsible for the design and implementation of Office-wide human resources policies, in accordance with the ILO Human Resources Strategy as approved by the Governing Body. This includes attracting, developing and retaining staff and leaders from under-represented countries.

Content and methodology of supervision

The JPO will support the development and introduction of the 2026-29 HR Strategy as well as the design and implementation of the Recruitment Action Plan and Outreach Strategy within the Human Resources Development Department of the International Labour Organization (ILO).

A time-bound work plan will be agreed between the JPO and the supervisor on specific tasks to be undertaken throughout the duration of the first-year assignment.

The JPO will receive structured guidance from the supervisor and continuous performance and development feedback.

Description of Duties

Under the direct supervision of the HRD Director, the JPO will perform the following duties and responsibilities:

  1. Support the development and introduction of the 2026-29 HR Strategy by collaborating with branch chiefs and stakeholders, undertaking research on HR trends and practices.
  2. Contribute to the design and implementation of the Recruitment Action Plan and Outreach Strategy by conducting research and analysis on talent acquisition methods.
  3. Support the implementation of outreach activities to increase the number of qualified candidates from underrepresented countries.
  4. Support the creation of talent pipelines in collaboration with HRD colleagues.
  5. Collaborate in the preparation of selection files and reports for meetings.
  6. Support the evaluation and monitoring of recruitment processes, including tracking of Key Performance Indicators (KPIs).
  7. Perform other relevant tasks as assigned by the supervisor.
Required qualifications

The Human Resources Department seeks a passionate young professional interested in advancing and promoting Decent Work.

Education

Advanced level university degree (Master's degree or equivalent) in human resources, public administration, management studies or other relevant field. A Bachelor's degree in these fields with two additional years of relevant work experience will also be accepted.

Experience

Minimum:

Three years of relevant professional experience in human resources management, including in recruitment and selection.

Languages

Minimum:

Excellent command of English and at least limited knowledge of a second ILO working language (French, Spanish).

Skills required

Knowledge of human resources policies, practices, and ability to apply them in an organizational setting. Good analytical skills and proficiency in e-recruitment portals. Excellent computer skills and ability to meet commitments and deadlines.

Training Components and Learning Elements

The JPO will receive on-the-job training in recruitment and selection processes through guidance from the supervisor and colleagues.

This post will offer the JPO exposure to ILO's organizational structure and activities in an international environment.
