Job Description:

The Santiago network for averting, minimizing and addressing loss and damage was established in December 2019 at COP25, as part of the Warsaw International Mechanism (WIM). It aims to catalyze technical assistance for the implementation of relevant approaches at local, national, and regional levels in developing countries vulnerable to climate change.

Under the overall guidance and supervision of the Director of Santiago network, the Senior Programme Manager drives and supervises provision of catalyzed technical assistance under the Santiago network, ensuring effective and timely support for developing countries.

Key Responsibilities:
  1. Spearhead the entire lifecycle of the Santiago network’s technical assistance (TA), from management of countries’ requests to implementation of the Monitoring and Evaluation for Learning and Accountability (MEAL) Framework.
  2. Lead consultative processes to identify and integrate evolving TA priorities.
  3. Ensure alignment of identified TA needs with strategic workstreams of the five-year rolling work plan of the WIM.
  4. Manage the design, set-up and implementation of fit-for-purpose TA requests from developing countries.
  5. Build and oversee a network of suitable organizations, bodies, networks, and experts (OBNEs) for TA provision.
  6. Develop and implement specific TA and capacity building strategies to achieve the overall Santiago network strategy.
  7. Oversee report preparation for the Advisory Board regarding technical requests and best practices.
  8. Manage the design and implementation of a results-based monitoring and evaluation system for assistance provided.
Outreach and Advocacy:
  1. Develop strategies for partnerships, collaborative projects, and resource sharing.
  2. Establish communication channels for effective networking among members.
  3. Lead development of advocacy campaigns and policy briefs.
  4. Participate in international fora and high-level meetings.
  5. Contribute to resource mobilization strategies to secure funds for TA.
Regional Coordination Oversight:
  1. Provide regional leadership and strategic direction in programme delivery.
  2. Guide and oversee the work of Regional Managers.
Knowledge Management and Innovation:
  1. Manage knowledge sharing and strategic communication across the Santiago network.
  2. Promote awareness of the Santiago network.
  3. Manage strategic capacity building of personnel and stakeholders.
Education:
  1. An advanced university degree (Masters or equivalent) in relevant fields is required.
  2. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
Experience and Qualifications:
  1. A minimum of ten years of progressively responsible professional management experience is required.
  2. A minimum of five years of project and programme management experience in climate action is required.
  3. A minimum of three years of experience working with developing countries is required.
  4. Professional experience in dealing with loss and damage associated with climate change is required.
Language Requirements:
  1. Full working knowledge of English is essential.
  2. Knowledge of other UN languages is an asset.
