Job purpose: This consultancy aims to provide international analytical expertise to strengthen Mongolia's mining governance reform process, focusing on environmental sustainability and competitiveness. The role will involve comparative benchmarking of peer jurisdictions, quality assurance of national legal outputs against international standards, and designing practical green mining eligibility and screening criteria aligned with sustainable finance frameworks. The consultant will also develop an implementation sequencing note for phased reform pathways, balancing economic, environmental, and decarbonisation objectives, thereby establishing a technical foundation for future cooperation and supporting Mongolia's transition towards a greener industrial sector.
Responsibilities:
The consultant will deliver international analytical inputs to enhance Mongolia's mining governance reform, focusing on environmental sustainability and competitiveness. Key duties include producing a comparative benchmarking report on peer jurisdictions' environmental governance in mining, providing quality assurance for national legal outputs against international standards, and developing analytical options for practical green mining eligibility and screening criteria aligned with international taxonomies and sustainable finance frameworks. Additionally, the consultant will create an implementation sequencing note detailing phased reform pathways that balance economic competitiveness, fiscal realism, decarbonisation goals, and environmental safeguards, establishing a technical foundation for subsequent cooperation phases.
Education:
An advanced university degree in a mining-related discipline (e.g., Geology, Mining Engineering, Mineral Economics) or in economics, environmental law, or natural resources management is required. Familiarity with Mongolia's institutional and policy context is desirable.
Work
experience:
A minimum of five years of professional experience producing strategic analytical outputs for governments and international organizations is required. Experience in multi-stakeholder reform processes and demonstrated expertise in comparative policy benchmarking and cross-jurisdictional analysis are essential. Knowledge of international best practices in mining environmental governance and sustainability is highly desirable.
Skills:
Strong analytical and presentation skills. Excellent written and spoken English proficiency. Expertise in comparative policy benchmarking and cross-jurisdictional analysis. Knowledge of international best practices in mining environmental governance and sustainability. Familiarity with sustainable finance frameworks and green taxonomies is an asset.
