L'office cantonal des systèmes d'information et du numérique (OCSIN) élabore et concrétise la de l'administration cantonale ainsi que la politique de sécurité de l'information. L'OCSIN esquisse les contours de la du Conseil d’Etat, visant à faire du canton un acteur important de la transformation de notre société, induite par l'essor du numérique. En savoir plus sur .
Le service de gestion des accès et des identités (IAM) au sein de la direction des services à l'utilisateur (DSU) fournit des services de base pour identifier, authentifier et gérer les accès des employés, des partenaires et citoyens qui utilisent les 1'500 applications et services numériques, y compris la cyberadministration, ainsi que les 300 projets numériques par an qui les intègrent. Le service recherche une ou un manager d'applications qui renforcera l'équipe en assurant des activités de documentation et de communication technique pour les clients internes de l'OCSIN. Vous devrez décrire l'offre de service technique d'intégration à l'IAM, pour que nos clients internes puissent l'utiliser avec en toute autonomie.
Cette mission est un contrat d'une durée déterminée de 6 mois à 80%.
En tant que manager d'applications vous devrez notamment :
Rédiger, mettre à jour, maintenir et gérer la documentation technique d'intégration de l'ensemble des offres de service IAM : décrire les offres de service, décrire les conditions de sollicitations, décrire les types de requêtes, les modes opératoires techniques & créer des protocoles ; Revoir la documentation interne au service, la réactualiser en collaboration avec l'équipe et déplacer les documents du wiki vers d'autres supports (pages SharePoint ou documents Office) ; Interviewer des clients internes de l'OCSIN (architectes, chefs de projets, ingénieurs, développeurs, etc.) pour identifier les documentations et instructions manquantes ; Collecter les feedbacks et effectuer un suivi régulier avec l'équipe IAM dans le but d'identifier les points d'améliorations concernant la documentation ou la communication, ceci afin de favoriser l'autonomie de nos clients internes ; Assister et conseiller les gestionnaires de service dans leurs démarches de communication envers les utilisateurs.
Votre profil
Prérequis Diplôme d'école secondaire ou technique supérieure en informatique 3 ans minimum d'expérience dans la rédaction de documentations et communications envers les utilisateursEn cas d'engagement, il est nécessaire de fournir un extrait du registre des poursuites et du casier judiciaire, ainsi qu'une preuve d'équivalence pour les diplômes étrangers. Compétences et connaissances spécifiques Savoir solliciter les personnes clés à la tenue de vos objectifs ; Avoir le sens de l'analyse et de la synthèse, rigueur, souci du détail ; Maîtriser les bonnes pratiques de rédaction de documentation technique à destination des utilisateurs ; Posséder un excellent niveau de communication en français ; Avoir des capacités rédactionnelles avérées ; Savoir réaliser des illustrations sous forme graphique (images ou vidéos) ; Être systématique et prévisible dans les tâches de rédaction ; Avoir une très bonne culture des technologies numériques, réseau, protocoles, web ; Avoir une connaissances de base des concepts de gestion des accès et identités (IAM) ; Savoir travailler en autonomie et en équipe. Compétences et connaissances appréciées Connaissance des technologies IAM, en particulier : protocoles OAuth2/OIDC, SAMLv2, LDAP, annuaires, réseau reverse proxy, web application management et firewall, fonctionnement des applications web javascript (type SPA) ; Connaissance ou expérience dans l'administration cantonale ; Connaissance du produit Wiki Confluence et SharePoint ; Expérience et connaissance des outils pour réaliser des contenus vidéos explicatifs.
