Organizational Setting and Reporting Relationships: The United Nations Institute for Disarmament Research (UNIDIR) is an autonomous institution within the United Nations that conducts independent research on disarmament and related problems, particularly international security issues. UNIDIR supports Member States, the United Nations and policy and research communities in advancing ideas and actions that contribute to a more sustainable and peaceful world.

UNIDIR seeks a Head of Programme to lead its Security and Technology Programme. UNIDIR's Security and Technology Programme (SecTec) supports national, regional and international policy makers in understanding, and responding to the peace, stability and security implications of technological innovations. To achieve this goal, SecTec's work focuses on exploration of new technologies, their potential uses and impacts in the peace and security context as well as on their potential governance.

The Head of Programme will report to the Deputy Director and also work closely with the Director of the Institute.

Responsibilities: Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Develops, implements and evaluates the Security and Technology Programme, and related workstreams;
  • Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates research; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with Member States, the United Nations and policy and research communities, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan relevant stakeholders could use to manage the change.
  • Conducts original policy-relevant research and analysis and presents information gathered from diverse sources in written outputs (including research briefs, reports and studies).
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; convenes deliberations, workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.
Work implies frequent interaction with the following:

Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies, representatives and officials in national governments, international organizations, and consultants.

Results Expected:

Develops, implements, evaluates, effective leadership and management of major projects and teams; demonstrates timely delivery of outputs in accordance with overall objectives and policies. Plays a lead role in identifying significant issues and develops well-reasoned, innovative approaches to deal with these issues. Serves as an effective spokesperson internally and externally and forms strong partnerships with relevant parties.

Qualifications:

Education: Advanced university degree (Master's degree or equivalent) in political science, international relations, international security, nonproliferation studies, policy studies or a related field. A doctoral degree is highly desirable.

Experience:
  • A minimum of seven years of progressively responsible experience in managing policy-focused research programmes or projects is required.
  • Proven experience in research and drafting policy-relevant materials on international security, arms control and disarmament issues related to security and technology is required (policy-relevant publications must be listed in the candidate's Personal History Profile).
  • Experience mobilizing and managing resources and support for policy-research activities is desirable.
  • Experience managing teams is desirable.

Language: Fluency in English (both oral and written) is required; knowledge of French is an advantage. Knowledge of another UN official language is desirable.
