The overall objective of the UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive.
It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Fifth session of the International Conference on Chemicals Management adopted in September 2023, in Bonn, the Global Framework on Chemicals and its Fund.
The Global Framework on Chemicals requires a strengthened Secretariat to effectively implement the framework.This position is located in the UNEP/Industry and Economy Division, Chemicals and Health Branch, Global Framework on Chemicals Secretariat, Geneva duty station.
Under the direct supervision of the Senior Programme Management Officer, Global Framework on Chemicals Secretariat, the incumbent will be responsible for the following duties:Responsibilities
- Implement the Global Framework on Chemicals and its activities including providing support to the Global Framework on Chemicals' Executive Board meetings and other meetings, conferences, coordinating the work related to meeting organization, participating, preparing meeting documents, overseeing and monitoring the performance of the Trust Fund, including assessing resources available, cashflow and on a regular basis presenting a budget for the Trust Fund; coordinating and reporting on activities that might contribute to the targets and indicators set out for the Global Framework on Chemicals, including budget and funding; updating the workplan on an annual basis in consultation with the Executive Board; and ensuring effective utilization, supervision and development of staff, consultants, individual contractors and interns.
- Coordinate the annual application cycles of the Global Framework on Chemicals Fund, support the development of project applications; provide technical assistance to countries as needed; perform other duties as mandated by the Executive Board and the International Conference. Undertake appraisals for each application, including qualitative analysis of the projects and technical review of the activities presented in the application, as well as a detailed budget of the Global Framework on Chemicals Fund.
- Coordinate the development and preparation of assigned programmes/projects. In cooperation with the Administrative Officer of the Chemicals and Health Branch for certification and signature to initiate the Global Framework on Chemicals' Trust Fund projects. Implement, evaluate, and analyze programme/projects development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions, including projects amendments as required.
- Support discussions for review of the provisionally adopted terms of reference of the Fund, taking into account assessments and data coming from projects, This includes support to the development of the assessment of existing financial and investments flows as well as financial needs associated with the implementation of the Framework, including information on domestic accounting and the update of the existing costs of inaction report, taking into account quality-assured new research and the latest information relating to economic and social costs.
- Initiate and coordinate outreach activities and resource mobilization activities, including the development and implementation of a communications strategy, a resource mobilization strategy and a monitoring, evaluation and learning strategy for the Global Framework on Chemicals Fund, including liaising with relevant stakeholders as necessary. Liaise with the secretariats for the implementation of the Global Framework on Chemicals, inter-alia the Secretariats of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention, the Vienna Convention Secretariat, the Global Environment Facility (GEF), the Secretariat of the Convention on Biological Diversity with the aim to assess, discuss and determine programmatic needs for appropriate use of the funds, avoiding duplication and enhancing cooperation and collaboration.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master's degree, or equivalent) in environmental management, development studies, chemicals management, environmental law or related field is required.
A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.Job - Specific Qualification
Formal certification of an internationally recognized qualification in project management is required.
Work Experience
A minimum of seven (7) years of progressively relevant experience in project or programme management in the area of chemicals, including a minimum of three years at the international level is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.

"Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of' equals a rating of "confident" in two of the four areas.
