MANDATE OF THE DEPARTMENT:
The mandate of the Ethics Office is to promotes an ethical culture based on the UNAIDS core values of commitment to the AIDS response, integrity and respect for diversity, and in accordance with the WHO Staff Regulations and Staff Rules and the adaptations for UNAIDS staff members (as reflected in the Introduction to the Staff Regulations and Staff Rules for staff members of UNAIDS), the Standards of Conduct of International Civil Servants, and related policies. The Office is separate and independent of management.

The Office carries out its work through six strategic functions: provision of ethics advice; protection against retaliation; administration of the declaration of interest programme; provision of ethics training; prevention of sexual exploitation and abuse; and contribution to the development of standards, policies and principles to ensure consistency and fair application of the organisation's rules.

The Ethics Office is guided by the principles of independence, impartiality, and confidentiality in its dealings with staff members, management, and collaborators.

Main tasks and Responsibilities of the Position:
The Head of the Ethics Office is accountable for providing leadership on all matters relating to ethics in the UNAIDS Secretariat, and ensuring that staff members and other personnel (hereinafter 'staff') observe the highest standards of integrity. The Head of the Ethics Office reports to the Executive Director, with day-to-day management by the Chief of Staff.

Working in close cooperation with relevant services (such as People Management, Finance and Accountability, and the Ombudsman Office), the Head of the Ethics Office's key responsibilities are to:

- Formulate, review and disseminate ethics-related policies, in coordination with relevant internal services, ensuring that UNAIDS policies and practices reinforce and promote the ethical standards called for under the UN Charter.
- Provide authoritative advice to both UNAIDS management and individual members of staff related to ethical issues (conflicts of interest, outside activities, etc.) in
accordance with applicable standards of conduct prescribed for UNAIDS staff, and in coordination with relevant internal services.
- Help managers develop skills and capacity to deal with ethical matters.
- Raise staff awareness of expected ethical standards and behaviours, including development of training programmes on ethics and targeted outreach to country, regional and headquarters teams.
- Undertake the responsibilities assigned to him/her under the relevant policy to protect against retaliation, receive complaints, directly and/or through the Integrity Hotline, and facilitate resolution, or refer cases to the WHO Office of Internal Oversight Services for further investigation, as appropriate.
- Develop and implement the UNAIDS Declaration of Interests Program.
- Liaise with UN System Ethics Network and related external organisations. Keep abreast with new developments and best practices in ethics and compliance programmes in order to ensure a continual enhancement of UNAIDS ethics standards and tools.
- Serve as focal point on sexual exploitation and abuse.

REQUIRED QUALIFICATIONS

Education:
Essential: Advanced university degree at Master's level or equivalent in Law, International Relations, Business Management, Social Sciences or related fields.

FUNCTIONAL/TECHNICAL KNOWLEDGE AND SKILLS
Demonstrated knowledge of HIV, implications and response, and of UNAIDS work, goals and achievements. Sound networking and partnerships building capacity. Strong interpersonal skills with proven ability to promote consensus, lead negotiations, motivate and guide others. Strong awareness and understanding of cultural and political sensitivities, complemented by the ability to work and produce results under pressure. Diplomacy, tact and courtesy.

Experience:
Essential: Ten years of professional experience, including substantive experience in corporate ethics and related fields, preferably in the international arena. Experience in the development and implementation of standards, policies, compliance frameworks and programs.

Desirable: Experience working with ethics and compliance in an international organization. Experience in dealing with ethical risks.

Languages:
Essential: Advanced knowledge of English.

Desirable: Good working knowledge of French; knowledge of other UN official languages.

Additional Information:
The term of the Ethics Officer is limited to a fixed-term period of five years and may be extended for additional two years maximum. The selected candidate will not be eligible for any further employment at UNAIDS thereafter.

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

USD 92,731 at single ratePost Adjustment: 89.70 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
