Role & Responsibilities

The Global Emergency Response Team (G-ERT) CVA & NFI Officer is ready for immediate deployment to handle emergency response operations, assess, design, set-up, and supervise Medair's cash and voucher assistance (CVA) and Non-Food items (NFI) interventions.

This includes initial assessments, decision-making on operational modalities, collaboration with working groups and stakeholders, project design, team establishment in CVA or NFI, proposal contribution, and efficient project management and reporting.

The G-ERT team member will also be deployed to existing country programs for support in CVA and NFI program implementation or training.

Part of the role also involves preparing for CVA and NFI in emergency responses.

Project Overview

The G-ERT is an emergency response team with a growing number of members (currently 7). New emergency responses traditionally make up approximately 10% of Medair's annual portfolio budget.

Workplace & Working Conditions

Global Support Office (GSO) role located in Lausanne, Switzerland. Swiss or eligible EU citizens, or individuals with a valid work permit for Switzerland, are eligible to apply. Remote work can be considered.

Starting Date / Initial Contract Details

Immediate start. 60/80% workload when not deployed, full-time when deployed.

Key Activity Areas
  • Conduct assessments, analysis (modality decision), and identify opportunities and challenges for CVA and NFI.
  • Manage emergency delivery of CVA and NFI assistance.
  • Manage assigned project(s) and report operational concerns promptly to the line manager.
  • Lead the assigned project(s) to ensure positive impacts and outcomes.
  • Contribute to developing and implementing an effective CVA and NFI strategy.
  • Set clear objectives and indicators for project activities.
  • Integrate beneficiary participation and accountability in all project aspects.
  • Ensure accurate and timely reporting of activities.
  • Develop proposals in alignment with the strategy.
  • Monitor & supervise project activities for progress.
Financial Management
  • Manage project budget and ensure expenses align with Medair standards.
  • Support in selecting, setting up and managing CVA modalities.
Communication and Coordination
  • Maintain regular communication with G-ERT team and GSO.
  • Engage in coordination meetings with relevant clusters or working groups.
  • Liaise with GSO advisors for technical aspects of interventions.
Quality Management
  • Collaborate with logistics and finance for auditing standards.
  • Ensure projects conform to donor proposals and standards.
  • Include feedback measures, data protection, and security aspects to prevent fraud.
Staff Management
  • Participate in recruitment and manage project staff.
  • Facilitate regular meetings for information sharing and alignment on objectives.
Logistics Management
  • Support logistics activities for NFI and CVA staff.
  • Coordinate with other staff to ensure proper procurement and management of items.
GSO Responsibilities - when not deployed
  • Support the development of standard operating procedures and trainings.
  • Prepare CVA digital payment system for emergencies.
Other
  • Fulfill other critical responsibilities as agreed with superiors.

Qualifications
  • University degree in Management/Development Studies/Business Administration
  • English with French proficiency desirable
Experience
  • Minimum 23 years work experience, 12 years in humanitarian sector.
  • Experience in project cycle management, CVA, and NFI projects.
  • Technical skills in project management and software.
  • Self-driven, strong communicator, team player.
  • Willing to deploy quickly and work long hours during emergencies.
  • Able to lead cross-cultural teams and prioritize effectively.
  • Willingness to support and train others.
