Consultant - Public Health Intelligence (PHI) Competency Framework and Training

Deliverables
  • Deliverable Finalize the development and publication of the PHI Competency Framework and PHI Curriculum:
    • Work closely with project team and relevant Subject Matter Experts (SMEs) to conduct expert review and feedback of the PHI Competency Framework and Curriculum.
    • Revise and incorporate all relevant feedback into the PHI Competency Framework and Curriculum.
    • Develop agenda for a 2-day workshop with relevant SMEs for the final review of the PHI Competency Framework and Curriculum.
    • Produce relevant outputs from the workshop, including a workshop report and incorporate feedback into the PHI Competency Framework and Curriculum.
    Expected by: 30 September 2024
  • Deliverable Finalize the publication and launch of the PHI Competency Framework and PHI Curriculum:
    • Finalize the submission and publication of the PHI Competency Framework and Curriculum.
    • Work closely with copy editors and graphic designers to address WHO's executive publication clearance requirements.
    • Draft a peer-review publication and other relevant communication pieces related to the finalization and publication of the PHI Competency Framework and Curriculum.
    • Design and implement a roadmap for the launch of the PHI competency framework and PHI Curriculum. The roadmap must be submitted in a format compatible with MS Word, 2 to 6 pages.
    • Roadmap should include activities such as webinars, email communications and other relevant activities. A detailed outline of the roadmap contents to be determined in discussion with the hiring manager and key team members.

  • Deliverable Design strategy for the implementation of the PHI Competency Framework and Curriculum:
    • Produce a report outlining the strategy for the implementation of PHI Competency Framework and Curriculum.
    • To produce this strategy, the incumbent will work closely with the relevant team members within the WHO Hub for Pandemic and Epidemic Intelligence and relevant collaborators.
    • The strategy should define the roadmap for the official launch and implementation of the PHI Competency Framework and Curriculum.
    • Format: The report should be a minimum of 5 pages in MS Word or similar.

  • Deliverable Implement the strategy for the PHI Competency Framework and Curriculum (deliverable and develop the agenda for relevant activities as outlined in the strategy.

  • Deliverable Conduct the design, development and feedback gathering of training modules outlined in the Public Health Intelligence Curriculum:
    • Conduct the design, development and feedback gathering of one or more training modules in Public Health Intelligence.
    • The training modules will serve different training modalities including in-person, remote and self-paced online training.
  • Deliverable Provide expertise and direction to the Training of Trainers Workshops organized by the Intelligence Innovation and Integration Unit (III) within the WHO Hub for Pandemic and Epidemic Intelligence.
  • Deliverable Provide technical expertise in adult learning and training for a range of training projects within the Intelligence Innovation and Integration Unit (III) of the WHO Hub for Pandemic and Epidemic Intelligence.
    • Provide technical expertise in adult learning and training for a range of training projects within the III Unit including training for the Epidemic Intelligence from Open Sources (EIOS) Initiative.
    • Collaborate with and contribute to the work of the Public Health Intelligence (PHI) Training Working Group.
    • Provide expert guidance and contribute to Team and Unit meetings when relevant.
    • Provide expert guidance and contribute to meetings with relevant colleagues within WHO HQ, WHO Regional Offices as well as with relevant collaborators and stakeholders.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree (Master's or higher) in instructional design, educational technology, educational psychology, anthropology, public health, international health, epidemiology, education, curriculum and instruction, learning and technology, or related field.

Desirable:

  • Training in principles of andragogy and the planning, development and facilitation of training curricula for adults.

Experience:

Essential:

  • At least ten years of relevant work experience in the development and delivery of training materials related to public health, surveillance, epidemiology, public health intelligence or related field ( development of curriculums, facilitated training workshops, self-study material, online training modules, etc.).
  • At least five years of relevant work experience with a successful track record in public health intelligence, epidemiology, and/or public health intelligence at the national and/or international levels.
  • Experience in developing multiple training approaches and styles, including group discussion, role play and other active training methods.
  • Experience in the application of andragogic methodologies.
  • Experience defining evaluation criteria for assessing training material and delivery and implementing these to evaluate and revise content and delivery as well as to provide feedback to trainees.
  • Experience in training and developing trainers.
  • Demonstrated exposure at the international level.

Desirable:

  • Experience with inter-agency collaboration.
  • Experience in WHO, UN, UN Agencies, or other international organizations.
  • Experience with Public Health Intelligence processes for detection, verification, alert and response to health threats.

Skills:

  • Demonstrated skills related to designing and delivering training modules and tools.
  • Proven ability to create a positive, inclusive and supportive training environment, motivating trainees and adapting to different learning styles.
  • Demonstrated knowledge of adult learning theory.
  • Demonstrated tact and ability to interact in complex situations involving technical, cultural and political elements.
  • Excellent interpersonal skills with the ability to influence, negotiate, advocate, motivate and resolve conflict.
  • Proven ability to interact in a multi-disciplinary and cross-cutting environment involving technical, cultural and political elements.
  • Sound analytical and organizational skills.
  • Excellent presentation and communication skills, both oral and written.
  • Proven ability to work and produce results under pressure in critical situations.

Desirable:

  • Demonstrated knowledge and skills in public health intelligence, surveillance and emerging diseases in the international context.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of another UN language.

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C - USD 10, ,500 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
