Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).


The Director of Information Systems establishes and implements the Information Systems' agenda based on an agreed technology vision and strategy, with a view to increasing the impact and efficiency of the organisation through the appropriate use of information systems in HQ and in the Field.


Specifically, she/he reinforces the effectiveness of information systems services and capabilities, and implements the IT Strategy to support the operational ambitions as described in the MSF-Switzerland Strategic Plans.


Responsibilities

  • Provide leadership, vision and direction to the Information Systems department in support of the organisation's strategic objectives via the development and implementation of agreed annual plans of action, reflecting evolving technologies and practices and the opportunities they present. Leads the change through people facilitating collaborative work, managing working groups and giving structured internal and external presentations.
  • Provide advice and support to the Management Team to define new IS projects focusing on innovation, quality and efficiency improvements, as well as data collection and usage. In close collaboration with functional departments, drive these projects to smooth and timely completion.
  • Ensure availability and security of the IS and communication infrastructure.
  • Lead and manage the IS Department through quality people management. This includes recruiting, training, managing a team of skilled, motivated and service oriented team members, in full respect of MSF-Switzerland HR policies and frameworks.
  • Leads, monitors, and report on the implementation of the MSF OCG Digital Transformation as established in the MSF OCG Strategic Plan.
  • Prepares, manages and reports on the department's budgets.
  • Ensures strong governance setup in all Information Systems and in project/program management with functional areas in participating in steering committees at local (OCG) or international level.
  • Promotes and ensures a serviceoriented culture within the IS Department: listening to the needs and requirements of functional areas and internal customers and acting accordingly, anticipating needs, giving high priority to service quality and user satisfaction
  • Creates guidelines, goals, checkpoints, and objectives for team members to improve productivity while also providing support and motivation.
  • Builds quality working relationships with peers and colleagues for the benefit of achieving objectives ensuring effective prioritisation amongst multiple requests.
  • Partners with the other departments, developing and maintaining a trustful relationship to ensure the integration the work in common and the complementary between departments about digital initiatives.
  • Manages and optimises the portfolio of IT suppliers and provider, developing partnership and relationship with both internal (like the MSF Shared Service Centre in Prague) and external service providers (Datacentre host)
  • Represent the interests of MSF-Switzerland at international level and increase intersectional collaboration by actively promoting common standards, policies, best practices and harmonization through taking part in the Information Systems Management platform's work
  • Education_
  • Information systems management or engineering, including infrastructure and security
  • Project management
  • Experience_
  • 10+ years of experience of Information Systems management, both at a strategic and operational level, including budget management.
  • Experience in organizing Global IT workforce
  • Experience in business partner approach in front of functional areas
  • Experience in multisite organization, international projects and coordination. Concrete experience in program/project management, both in infrastructure and client "métier" oriented projects.
  • Experience in information systems for the "field" is an asset (low connectivity and poor conditions)
  • Experience working for a notforprofit organisation is an asset.
  • Demonstrated experience on Information Systems Governance
  • Demonstrated experience managing IT services and solutions providers.
  • Skills/ Technical competencies_
  • System collaborative solutions and workspace (Office 365, Teams, sharepoint 365)
  • Ability to lead and accompany digital transformation efforts at field and HQ level.
  • Languages_
  • English and French are the working languages at MSF Switzerland headquarters. For the position advertised, fluency in English and French is required. Knowledge of another language (Arabic, Portuguese, Russian, Spanish) is considered an advantage.
