ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels.
BDT is organized into four functional areas:
- Office of the Deputy to the Director and Field Operations Coordination Department
- Partnerships for Digital Development Department
- Digital Networks & Society Department
- Digital Knowledge Hub Department
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau.
The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices.
This department coordinates the holding of
BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to
BDT and the overall work of the Union.
BDT Regional Directors report to this department.
BACKGROUND INFORMATION:
The International Research and Development Testing Center, established under the ITU-Rostelecom IRDTC project as a regional conformance and interoperability lab in St.
Petersburg, Russia, works on three major tracks:
- Industrial: support the C&I and standardization needs of telcos, certification centers, and other stakeholders in the CIS region.
- Research: support young researchers by providing free access to the equipment, software, and knowledge.
- Educational: train telecom engineering students on real networks.
Phase 2 was launched in 2020 and is aimed to enhance the lab's functionality, form new research streams and connect countries from the CIS region to the lab.
TERMS OF REFERENCE:
Under the direction of the ITU Regional Office for the Commonwealth of Independent States (CIS region) and using the International Research and Development Testing Center (IRDTC) lab equipment, the consultant will perform the following duties within two research tracks:
Track 1 "Study of the transmission of video images of augmented reality and holographic video images in high-speed networks 2030, as well as the development of recommendations for the quality of perception in them":
- Study scenarios for transmitting augmented reality video images on a model network using various terminal equipment, such as augmented reality glasses and an augmented reality-enabled smartphone.
- Study scenarios for transmission of holographic video images on a model network using various terminal equipment, such as holographic fans and a projector with support for 3D images.
- Analyze transmission features of holographic video images and video images of augmented reality.
- Develop scales for assessing the quality of perception of the transmission of holographic video images and video images of augmented reality.
- Develop recommendations for assessing the quality of perception for holographic video images and augmented reality video images.
Track 2 "Development of recommendations on the use of network coding to reduce delays in communication networks":
- Analyze and classify the main methods and approaches of network coding based on an analysis of the recommendations and draft recommendations of the Telecommunications Standardization Sector of the International Telecommunication Union (ITU-T), as well as research achievements reflected in publications in journals and at high-level
