Overall Purpose:


The Finance Manager (FM) will be a key person with responsibilities across the finance department, including budgeting, donor reporting and contracting.

The FM will work closely with the Operational teams to ensure that the budgets are maintained, any variances are reported and all donor reports are completed on time and to a high-quality standard and on a timely basis.


Context
Work with minimum supervision to contribute to the project/program delivery. Work in adherence to the administrative and regulatory standards and procedures. Supervision and guidance received from upper levels.

Contribution
S/he provides specialist services to operational line or project team, working within tried and tested policy, process or practice. He solves non-routine problems on a case by case/project basis, in consultation with other colleagues or supervisors.

Role
May supervise of finance officer or train or brief colleagues in the area of specialization. Specialist or Team member.

The services provided affect performance of systems, process or teams.

Tasks and Responsibilities:

  • Donor reporting & proposals_
  • Responsible for specific donor reports (EDCTP, WHO/HERA etc), ensuring all costs are allocated correctly as per the signed contracts.
  • Provide support to the External Relations team when preparing donor proposals. Ensure costs are correctly allocated as per the current gap analysis and ensure the proposal budget is prepared on time.
  • Ensure all donor queries are responded to correctly and on a timely basis.
  • Active support of the income recognition process at the yearend.
  • Work with External Relations team on keeping the donor information on Salesforce up to date.
  • Programme finance support_
  • Work very closely with programme teams to ensure all programme and project budgets are as realistic as possible.
  • Monitor specific programme/project budgets with the operational teams on a monthly basis and report any variances.
  • Prepare annual budgets with operational programme staff twice yearly.
  • Be aware of funding requirements for each project and prepare gap analyses for specific projects.
  • Act as the main finance point of contact for specific programmes and projects.
  • Prepare for project specific donor audits and act as the main contact during any project donor audits.
  • Budgeting_
  • Work with the Head of Finance and Senior Finance Officer on twice yearly budget process.
  • Ensure all budgets are correctly consolidated on Tagetik.
  • Ensure all Tagetik monthly, quarterly and annual reports are correct.
  • Work with IT team on the production of all Tagetik reports.
  • Support the Head of Finance in preparing budget reports for the SMT, Audit Committee and Board.
  • Contracting_
  • Work with the operational teams to ensure all vendor contract budgets are in line with GARDP policies
  • Support operational teams with financial management of contracts during their negotiation and over their lifetime
  • Ensure all policies and procedures related to contract management are updated relation to financial management
  • Participate in the annual closing of GARDP consolidated accounts and preparation for various audits_
  • Active support in the midyear closing and yearend closing based on the task list provided;
  • Assist with the preparation of statutory audits
  • Takes responsibility for specific donor audits.
  • Work with IT on the Tagetik yearend financial reports.
  • Adheres to accounting processes (SOPs) and participates in updating the SOPs.
  • Support the Head of Finance with any internal reviews of vendors and/or regional offices

  • May be involved in other tasks or projects when needed (e.g. implementation of various IT tools and Navision/Tagetik developments).

  • Works with Internal stakeholders at GARDP and DNDi: global team, notably Research & Development, Access, Business Development, Advocacy & Communication, Fundraising and Regional Offices (RO) colleagues.
  • Externally works with donors and vendors on financial reporting requirements.
  • Works closely with external auditors and ICR Team to coordinate compliance activities within the Foundation.
