The consultancy's core objective is to provide specialist advice to the Science Unit in the CITES Secretariat to support and strengthen processes associated with project implementation to ensure timely, effective, and efficient delivery of activities assigned to the Secretariat by CoP19, including online and in-person workshops, research in support of the activities of the Science Unit and general project monitoring and reporting.

Responsibilities:

The consultant will act as a Project implementation and Monitoring Adviser to support the CITES Secretariat's work under the Science Unit with the implementation of the Unit's work program during the inter-sessional period

Under the overall supervision of the Chief of, Science Unit, the consultant will assist the Science Unit project managers in translating opportunity to delivery by:

  • Advising the Science Unit and setting up an efficient and effective system for planning, implementation, monitoring, and finalization of specific activities assigned to the Science Unit team by the 19th meeting of the Conference of Parties to CITES (CITES CoP19), including studies to be conducted, guidance and checklists to be developed, and technical workshops and meetings to be convened (including meetings on amphibians, songbirds, marine ornamental fish, non-detriment findings, and aquatic species listed in the Appendices).
  • Advising the Science Unit on preparing terms of reference relating to studies and other activities to be outsourced; coordinating and managing the process to call for expression of interests; identifying potential project implementing partners and preparing the relevant draft legal instruments and contracts.
  • Providing guidance on effective monitoring and evaluation to ensure timely delivery of deliverables as specified in agreements; identifying issues to be addressed and recommending corrective actions, as appropriate; advising on best practices, including through technological tools, for liaising with relevant stakeholders on project implementation, in particular project beneficiary countries, implementing partners, and other Secretariat staff to identify and track follow-up actions.
  • Providing well-researched and sound analysis of issues affecting project development, planning, administration, and implementation and making recommendations to strengthen project management.
  • Advising on state of the art for managing project funding activities and preparing related documents/reports (program/project preparation and submissions, monitoring program budgets, preparing and submitting progress reports).
Providing substantive and logístical advice to the Science Unit on the following:
a.

Coordination of online and in-person workshops assigned by CITES CoP19 and organized by the Science Unit (e.g., amphibians, songbirds, marine ornamental fish, non-detriment findings, and aquatic species listed in the Appendices).

b.

Researching selected aspects of programmes, operations, and other activities for the CoP19-CoP20 inter-sessional period, including collecting, analyzing, and presenting statistical data and additional information from diverse sources.

c.
Providing thorough, well-researched written contributions promptly and liaising and interacting with colleagues and concerned parties internally and externally.

  • Performing any other related tasks associated with the Secretariat's work as the supervisor may require or assign.
Qualifications/special skills

Education:


An advanced university degree (Master's or equivalent) in business administration, natural resources conservation, management, law, or a related field is required.

A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted lieu of the advanced university degree.


Work Experience:


A minimum of five (5) years of progressively responsible experience in project or programme management, administration, or a related area is required.

Experience in and knowledge of Multilateral Environmental Agreements or similar organizations', processes, decisions, and resolutions is desirable.

Experience in project management, monitoring and evaluation, and drafting contracts is desirable.

Experience in managing and coordinating donor funding, including interacting with donors, is desirable.

Experience in reporting writing and production of technical reports is desirable.
