The world of global health has been totally transformed by COVID-19.

The COVID-19 pandemic has created a perfect storm of economic, health and social crises that is threatening to destroy decades of progress in the fight against poverty, inequality and deadly diseases like HIV, TB and malaria.


In 2020, the Global Fund acted immediately to support low and middle income countries in the global COVID response, and has already provided a billion dollars to help countries fight COVID-19 with critical tests, treatments and medical supplies, protect front-line health workers, adapt lifesaving HIV, TB and malaria programs, and reinforce fragile systems for health.

Through this, the Global Fund has leveraged well-established health procurement and distribution systems to distribute new COVID-19 tools and medical supplies in more than 100 countries.

The Global Fund also helped to create the Access to COVID-19 Tools Accelerator - a groundbreaking collaboration of global partners to turbocharge the development, production and equitable delivery of new tests, treatments, vaccines and health supplies worldwide.


In 2021, as the world solemnly enters the second year of the COVID pandemic, the Global Fund is preparing to significantly scale-up its support to countries, with over $3 billion of funding to be deployed in the next year, much of which will go to fund COVID-related tools such as diagnostics and personal protective equipment.


In 2023, the C19RM mechanism has made a strategic shift to respond to country needs by supporting system strengthening to support pandemic preparedness.


The Global Fund Supply Operations department has a leading role to play to enable timely and safe access to these COVID tools.


The Coordinator COVID-19 Response Mechanism (C19RM) Supply Operations ("the Coordinator"), who will report to theHead of Planning & Procurement, will be responsible to coordinate COVID-related health product delivery activities under the guidance of the Head of Supply Operations and in close coordination with the Head of Planning & Procurement who is also the SO C19RM stream lead.


The Coordinator will interface extensively with the teams responsible for supplier/ category management, grant recipient-facing transaction management, in-country supply chain support, quality assurance, data management, and indirect sourcing.

Additionally, the incumbent will be expected to effectively communicate top priorities, objectives, and progress on COVID-related health product delivery to a wide range of internal and external stakeholders, including the C19RM Investment Committee and other senior management committees upon request.

The Coordinator will provide direct operational support to the Head of Supply Operations on COVID-19 response matters.

The Coordinator will be expected to bring an informed perspective on how to co-create and structure strategic interventions related to the Global Fund's over $3 billion in COVID response funding.

The Coordinator will be responsible for supporting the successful implementation of C19RM deliveries of health products and services by working closely with experts and sponsors within the Supply Operations and with key stakeholders and partners across the Global Fund Secretariat.

Key Responsibilities

Working closely with the Head of Planning & Procurement, who is also the Supply Operations C19RM stream lead, and in collaboration with Supply Operations teams, experts in the Technical Advice and Partnerships (TAP) Department and colleagues in the Grant Management Division, the Coordinator will be responsible to:

COVID-19 Response Mechanism design and implementation:

  • Facilitate timely and effective implementation of COVID health product uptake, procurement and supply
  • Support Supply Operations teams to develop any COVIDrelated initiatives
  • Maximise alignment of COVID response mechanism strategy and implementation with overall Supply Operations short and longterm vision for the global health product delivery network
  • Provide direct briefings and engage with senior management including Department Heads, IC and MEC members as needed

Project planning and goal setting:

  • Work closely with team Specialists across SO Department to create realistic, actionable project plans and set clear, measurable goals to implement COVID response tools
  • Identify interdependencies and opportunities between teams and across the Global Fund and actively contribute to break down barriers across the organization
  • Communicate clear and actionable deliverables to teams, stakeholders, management and partners

Project execution and governance:

  • Facilitate effective delivery of priority Global Fund COVID response initiatives related to the Supply Operations
  • Effective coordination of initiatives in line with SO C19RM governance structure and timely facilitation of the decisionmaking process
  • Work actively with teams to ensure adherence to project execution timelines
