DESCRIPTION OF DUTIES

The incumbent is expected to perform the following duties:


• Coordinate the development, implementation, and monitoring of the Resource Mobilization strategy for the Vaccine Preventable and Diseases Programme within the UCN Cluster

• Support the development of specific resource mobilization plans in accordance with the UCN Cluster strategy, Regional Strategic Immunization Plan and existing regional and global resources mobilization plans and strategies

• Lead strategic engagement with Gavi, the Vaccine Alliance and other donors including the coordination of grant management processes (application, monitoring, funding utilization & grant renewal)

• Contribute to resource mobilization for the cluster's programmes, in collaboration with EPG, ORD and WCOs

• Building and maintaining strong relations with partners and donors
- Maintain an active database of stakeholders and key partners mapping and optimize networking opportunities
- organizing bilateral meetings to raise resources for the immunization programme
- ensuring high quality reporting; and providing support for in-country resource mobilization efforts for immunization and VPD outbreaks as needs arise.
- ensure the completion of all technical and logistic preparations by WHO to inform AU Heads-of-State on progress in implementing the Addis Ababa Declaration on Immunization Commitments during the biennial AU Summit, in close coordination with the African Union Commission, and other Regional Economic Committees;
- monitor the performance of member states and partners support on the implementation of the Addis Ababa Declaration on Immunization, the Africa regional strategic plan on Immunization towards the goals of Immunization Agenda-2030, Vaccine Preventable-Diseases surveillance, and support around key immunization moments throughout the year;

• Coordinate technical and regular inputs from WHO to country applications to GAVI.

• Guide WCOs in the Targeted Country Assistance and Partners Engagement Framework budgeting process and reporting on milestones in the GAVI portal.

• Work closely with the health systems and other related teams to ensure the timeliness, quality, and consistency of various process requirements for WHO's commitment to GAVI.

• Lead the organization of the WHO Annual Regional Immunization Stakeholders Meeting;

• Lead the development of related work-plans and budgetary proposals as required within the framework of WHO staff rules and regulations, financial rules and AFRO accepted procedures

• Undertake donor research, produce, update, and disseminate donor profiles, identifying emerging sources of funding and their potential for the future and provide support on strategic engagement with donors

• Provide leadership to and manage the staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, and integrity in accordance with the Organization's policies, rules, procedures, and values

• Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health, health economics, public or business administration, social sciences, communication, International Relations, or other relevant fields.

Experience

Essential: A minimum of 5 years of national and/or international experience in project coordination in international development, public health, or comparable experience.
Experience in grant management, donor funding, proposal development and resource mobilization.

Desirable :

• Previous financial and/or grant management experience.


• Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage.

• Experience working in/with developing countries.

• Experience contributing to the design, management and reporting of international development programmes or projects;

• Proven experience in writing resource mobilization, advocacy documents and in the coordination of partners including production of communication materials

• Working experience with WHO/UN or with an international nongovernmental organization.

• Thorough knowledge of the principles, techniques and practices of partnership development and ability to work in a multi-disciplinary and multi-cultural environment;

• Strong interpersonal, representational, and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners;

• Ability to establish and maintain partnerships at organizational, local, and international levels. Excellent analytical and writing skills;

• Proven skills in the development and implementation of resource mobilization related communication/media products and tactics;

• Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus;

• Demonstrated success in resource mobilization complemented by the ability to conceptualize ideas and promote consensus;

• Integrity, tack and discretion. to work and achieve goals under pressure;

• Sound understanding of the impact of VPDs on social and economic development, and its burden on populations;

• Ability to "think out of the box" and to make innovative proposals as related to mobilization of resources;

• Good knowledge of WHO mandate and goals in the VPDs related area of work and VPDs control management context is an asset.
