Introduction

 

The position of Resource Mobilization Officer is located in the Development Partners Relations Unit (DPRU), within the Multilateral Partnerships and Development Cooperation Department (PARTNERSHIPS).  PARTNERSHIPS comprises a UN, International Financial Institutions, Economic Organizations & Civil Society branch, three units: Development Partners Relations Unit (DPRU), the Development Cooperation and Management Support Unit (DCMSU), and the Emerging and Special Partnerships Unit (ESPU) and one direct report on Public-Private Partnerships.  


PARTNERSHIPS establishes and develops strategic partnerships in close interaction with other ILO portfolios at ILO headquarters and with the Regions. It is responsible for developing the ILO’s strategy for development cooperation as well as public-private partnership initiatives and South-South and Triangular Cooperation activities. PARTNERSHIPS leads consultations and negotiations with development cooperation partners and is responsible for mobilising voluntary contributions for the ILO’s programme, as well as for coordinating technical and financial reporting to partners. In close collaboration with the other portfolios, PARTNERSHIPS facilitates streamlining of work processes and procedures and provides assistance to enhance service delivery in the field. It serves as a ‘gateway’ between development and funding partners and ILO field and departments at headquarters involved in the development and implementation of the ILO development cooperation programmes. 


DPRU is responsible for mobilising voluntary resources for development cooperation for the ILO, including negotiating funding agreements. DPRU is also responsible for developing and maintaining relations with ILO development partners including government donors, the European Union, International Financial Institutions and Development Banks and domestic funding. In addition, DPRU is responsible for mobilising resources for the ILO Regular Budget Supplementary Account (RBSA). DPRU provides a single contact point for development partners and for ILO field offices and policy units on all matters related to resource mobilisation, including contractual arrangements and the implementation of and reporting on development cooperation projects. 

 

The incumbent will work with a team of professionals in the areas of resource mobilisation and development cooperation. 

 

Under the overall supervision of the Director of PARTNERSHIPS, the incumbent will report to the Head of DPRU. 

Description of Duties

 

Resource mobilisation and strategic engagement with partners:


1.    Identify and analyse new opportunities and upcoming trends in development cooperation. Propose ways for the ILO to benefit from these efforts to increase levels of voluntary funding.
2.    Prepare analytical briefs and resource mobilisation strategies.
3.    Contribute to the development and implementation of more flexible and lightly earmarked as well as pooled funding modalities for ILO strategic priorities. 
4.    Provide support and capacity building to local resource mobilization undertaken by field offices through best-practice advice, partner intelligence and specific support for country-level resource mobilization efforts.
5.    Propose and implement steps for the development and promotion of core voluntary funding with ILO partners, seeking to expand the number of RBSA partners and new contributions to RBSA.

 

Contribution management :


6.    Monitor the submission of proposals for funding, ensuring quality and relevance to partner requirements, formats and timing.
7.    Propose and develop funding mechanisms for ILO partners to ILO programmes, include appropriate pooled and parallel funding arrangements where feasible. 
8.    Coordinate the negotiation of funding agreements with donors, ensuring compliance with ILO rules, regulations, directives and procedures, etc.
9.    Coordinate, organise and follow-up on annual consultations and review meetings with partners.

 

Portfolio Monitoring:


10.    Ensure and facilitate the timely start-up and closure of projects in the portfolio.
11.    Maintain oversight of project portfolios by partner, ensuring compliance with contractual obligations of funding agreements, including reporting in line with ILO standards and agreed timing.
12.    Draft internal correspondence and formal correspondence to partners.
13.    Represent PARTNERSHIPS/DPRU at international, regional and national fora and undertake field mission as required. 

 

Carry out any other related work tasks as required by Management.

Required qualifications Education

 

Advanced university degree in economics, social science, international studies or other relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

 

At least five years of relevant professional experience in the area of resource mobilisation and development cooperation, preferably including familiarity with the ILO’s development cooperation programme and knowledge of development partners and donor agencies. Knowledge of key ILO policy areas and programmes.

Languages

 

Excellent command of English. Working knowledge of French or Spanish. 

Competencies

Good knowledge of the roles of and interrelationships among international organizations and national governments in the development cooperation process and/or knowledge of socio-economic conditions in several countries. Good knowledge of development cooperation principles, concepts and techniques. Good knowledge of project administration and evaluation concepts and procedures; knowledge of Office’s financial rules and regulations; ability to interpret project background history and to identify and analyse problems with project implementation; Ability to justify requirements and approaches to problem resolution; Establishes productive client relationships. Seeks opportunities to build the depth and breadth of own expertise and knowledge. Ability to plan and organise work effectively. Ability to negotiate persuasively with donor representatives. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Excellent analytical skills.
