Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This position is located in the Intergovernmental Processes, Interagency Cooperation and Partnerships Branch in Geneva and will report to the Head of the Partnerships & Stakeholder Engagement Unit (Programme Officer at the P-4 level).




Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties: • Supports the engagement of non-State actors in disaster risk reduction through the UNDRR Stakeholder Engagement Mechanism (SEM) including civil society networks and youth among other major groups and other stakeholders, and promotes their participation to the national, regional and international policy processes related to disaster risk reduction and linked to sustainable development and climate action. Convenes regular consultations with key civil society partners. • Supports and promotes the engagement of insurance sector in financing disaster risk reduction this includes strengthening the current partnerships such as IDF, ICMIF and expanding it to other partners. Leverages partnership with insurance companies to identify practical solutions to further mobilize the sector’s assets under management for disaster risk reduction. Collaborate with the insurance sector to foster greater transparency and better measurement of companies’ disaster resilience maturity. • Supports and promotes the engagement of parliamentarians to ensure the Sendai Framework is recognized and included in national legislations; ensures that parliamentarians are effectively engaged to promote disaster risk-sensitive legislation and funding allocations for disaster risk-sensitives investments. Provides substantive support to parliamentarians in the form of policy briefs, tool kits and guidance on minimum standards related to disaster risk reduction to leverage support for the development of laws, regulations, policies and budget for effective and accountable disaster risk reduction. Supports the development of indicators of success for the inclusion of disaster risk reduction into national debates and legislations. • Under the supervision of the Programme Officer at the P-4 level, supports the design and implements UNDRR partnership engagement strategy. Coordinates with the regional offices to support partnership engagement at the regional and national level, in line with the overall UNDRR partnership engagement strategy; collaborates closely with the programme management officer responsible for stakeholder’s engagement in each regional office and provide substantive support as required; ensures the consolidation of feedback from regional offices and alignment of initiatives with UNDRR partnership engagement strategy. Proposes improvements to UNDRR partnership engagement strategy in collaboration with the regional offices, for the review of the Deputy Chief and Chief of Branch and UNDRR senior management • Contributes to the planning and carries out the work plan under his/her responsibility, determining priorities, and allocating resources for the completion of outputs and their timely delivery; ensures that the outputs produced by the Unit meet high-quality standards and support relevant UNDRR mandates. • Carries out any other duties as required.

Education

An advanced university degree (Master's degree or equivalent degree) in international relations, management, economics, social sciences, law or related area is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
