We are recruiting a Youth Expert with a background in Education in Emergencies (EiE) and youth fields. You will be hosted by NRC in Geneva for the duration of 6 months until end of 2024. In partnership with the Youth Compact hosted by NRC in Geneva you will work on: 

Strengthening the Youth Compact National Chapters Community of Practice, building on the recent across 7 country contexts; Strengthen and expand the demand for NORCAP’s pool of youth experts, including partnership brokering, fundraising, development of NORCAP’s approach and available resources; Bridge the Youth Compact and the EiE sector’s work to improve collaboration on strategic planning and initiatives, joint advocacy and capacity strengthening for EiE youth programming as well as generate demand for youth expert assignments. 

Context

NORCAP recognises that humanitarian responses are not sufficiently adapted to the various and specific needs of young people. Adolescents and youth are often left to fend for themselves in extremely challenging circumstances and must navigate the transition from childhood to adulthood without support or protection. It means that their rights as young people are neglected and that they are unable to access integrated services in humanitarian situations.

The international community has increasingly recognised the potential to increase the impact, relevance, and quality of programming by adapting it to the needs of youth and that tapping into their potential as agents of change can provide enormous returns. Guidance on youth participation and youth-adapted programming has been developed, but in the humanitarian sector particularly, expertise and leadership within youth participation and programming is still lacking.

 

Main tasks and responsibilities 

Under the supervision of the NORCAP Thematic Manager, with technical supervision provided by the NRC’s Global Youth Specialist and the Global Education Advisor, the Youth Expert will have the following tasks and responsibilities:

Community of Practice

In collaboration with UNFPA Youth Teams in New York, create a Youth Compact Chapter Toolkit, collating and adapting existing resources from the National Chapter Community of Practice and available IASC Youth Guidelines training resources, and advocacy resources which can be used by NORCAP Youth Experts and the community of practice.

Coordinate two Community of Practice meetings, responding to requested areas of support including multi-sector needs assessment and, with UNFPA support, map the humanitarian architecture relating to youth concerns and amplify the key advocacy messages from the national Chapters. 

NORCAP pool of Youth experts

Develop NORCAP’s approach and concept to youth assignments in close collaboration with NORCAP’s Education Thematic Manager 

Engage Youth Compact Members, especially UNFPA, UNICEF, UNHCR, ILO and Member States, to identify existing demand for NORCAP Youth Expert assignments, develop a joint proposal and engage donors with the support of the Youth Compact Secretariat.

Promote the work of the National Chapters, NORCAP Pool of Youth Experts as well as the findings and recommendation of the and NRC Youth Education & Training programming within relevant Geneva level advocacy and inter-agency spaces (., the Inter-Agency Standing Committee; Global Compact for Refugees) 

Bridging the Youth Compact & EiE Sector

Establish a way of working and facilitate joint meetings between the Youth Compact and EiE coordination mechanisms with the support of the Geneva EiE Hub to identify and support areas of collaboration. 

Develop a joint action plan for the Youth Compact and EiE Sector collaboration, building on existing work from Compact Members including Save the Children, Plan International, UNICEF and NRC. 

In this role, you may be expected to travel and contribute to other processes that occur if deemed of strategic relevance to the main objectives of this role by the NORCAP and NRC supervisors. 

Qualifications:

Substantive professional experience with the Education in Emergencies (EiE) and youth fields, at the field and headquarter levels;  Strong understanding of the orientation, expertise and constraints of EiE and international humanitarian operations;  Familiarity of the IASC Guidelines: Working with and for young people in humanitarian and protracted crises; Comprehensive understanding of and practical exposure to the field of humanitarian assistance, protection, peace building and human rights issues, and specific experience with educational needs in post-crisis or emergency situations; Familiarity with UN coordination mechanisms mainly for humanitarian assistance and ability to conduct partnership cooperation activities Fluency in English and excellent communication skills, in writing and speaking. Knowledge of French is an asset. A Master’s or higher degree in education, social sciences, or relevant areas
