Description
Position Overview
This is geographic information systems (GIS) work at the managerial level. An employee in this class handles the day-to-day supervision of teams of GIS technicians and analysts who produce geospatial data using Esri's ArcGIS suite of products and underlying databases. The employee is also responsible for directing the planning, design, maintenance, and production of departmental or major division geospatial data and maps. Conferring with departmental managers to ascertain their geospatial information needs is a significant aspect of the work. Work includes responsibility for managing the production of geospatial data, open data, maps, publications, graphics, and presentation material.
Key Responsibilities
- Develop, manage, and coordinate GIS and geospatial projects
- Analyze complex problems, evaluate alternatives, and make sound, well-structured recommendations
- Prepare and present clear and well-organized written and oral reports to the executive team and other groups as required
- Establish and maintain effective working relationships with peers, superiors, vendor representatives and clients
- Ability to manage projects, including planning, statements of work, budgets and scheduling
- Plan, organize, supervise, review, and evaluate the work of GIS project team staff in a manner that is conducive to independent judgment, high performance and personal accountability
- Plan, manage, and implement GIS-related projects, assess progress and make corrections to keep projects on track
- Explain GIS-related technical issues and concepts to non-technical staff
- Communicate effectively, both orally and in writing
- Directs the activities of a staff of subordinate specialists and technicians
- Establish and maintain effective working relationships with associates
- Develop and implement new and innovative methods, techniques, and procedures
- Review project proposals or plans to determine effort and schedule requirements and allotment of available resources to various phases of the project, arrange for assignment of project personnel from internal and external sources.
Qualifications
- Esri's cloud-based & enterprise services and applications
- The methods, techniques and procedures utilized in the planning, design, maintenance, and production of geospatial data and maps through a specialized Geographic Information System
- The principles, practices, management, maintenance and techniques utilized in the establishment of geospatial data in a specialized geographic information system
- Techniques of collecting and processing GPS and field data with mobile hardware and associated collection software
- Job duties require advanced GIS concepts and spatial data management skills
- The principles, practices, and methods used in geographic data analysis
- Emerging GIS technologies and their application to improve network services
- Data types, how to import and export data (e.g. ETL), personal and enterprise geodatabases or text files, and the limitations on the data in each of these formats in Excel, Access and ArcGIS
