How can you make a difference?
The Europe and Central Asia Regional Office (ECARO) Communication and Advocacy team creates and delivers compelling digital content for regional audiences of parents, young people and UNICEF supporters. We build engaged communities across social media and web platforms in multiple languages, while providing expert digital services and support to Country Offices. ECARO's social media channels are a core component of the regional digital communication strategy and play a key role in strengthening our presence among English and Russian-speaking audiences.

The consultant will be based in the ECARO Communication and Advocacy Section and will divide their time between managing and optimizing ECARO's regional website and driving social media engagement across ECARO channels in English and Russian. The consultant will ensure that the regional website is well planned, regularly updated, user-friendly and aligned with UNICEF's global digital standards, while also ensuring that social media output is engaging, coherent and timely.

Website Management and Optimization: (average of 10 days per month)

  • Maintain, update and improve ECARO's regional website to ensure accuracy, relevance, user-friendliness and alignment with UNICEF digital standards.
  • Develop and publish new pages, articles, web stories and other content in coordination with ECARO programme and communication colleagues.
  • Ensure consistent editorial quality, including copy-editing and formatting content to meet UNICEF's Style Guide and accessibility standards.
  • Monitor website analytics and produce insights to inform content planning and improve performance (SEO, structure, UX).

Social Media Content and Engagement: (average of 6 days per month)

  • Plan, produce and schedule social media content for ECARO channels in English, ensuring clarity, coherence and relevance, curating content from Country Offices in the region and adapting content from global campaigns when needed.
  • Create social media packs to support regional advocacy moments and priority campaigns.

Support to ECARO–MENARO Digital Transition: (average of 5 days per month)

  • Contribute to the preparation for the consolidation of ECARO and MENARO digital platforms (website and social media).
  • Conduct content mapping and inventory of ECARO's existing website and social channels to support migration planning.
  • Support alignment of taxonomies, navigation and templates for the future unified regional digital presence.
  • Coordinate with GCA and ICTD on required technical and editorial steps, as relevant.
  • Overseeing a large-scale automated content migration.
  • Conduct the decommission and merge of social media channels.

Minimum Requirements
Education:
A Bachelor's degree or higher qualification in marketing, communications, or a related field.

Work Experience

  • Minimum of 4 years of relevant professional experience, including proven expertise in managing websites using Drupal or similar content management systems, as well as developing and implementing social media content.

Skills

  • Strong writing and editing skills, with the ability to develop clear, accurate and compelling web content.
  • Strong understanding of SEO and web optimization, including information architecture, usability and accessibility.
  • Demonstrated ability to analyze web and digital performance data and use insights to improve content and user experience.
  • Methodical and organized approach to project and workflow management.
  • Ability to generate creative ideas and problem solve in a fast-paced environment.
  • Familiarity with UNICEF's mandate, and an understanding of human rights or international development contexts.

Language Requirements:
Ability to write and speak English fluently.

Desirables

  • Experience with the UN system/UNICEF, relevant to this ToR, will be considered a strong asset.

Estimated Duration of the Contract
162 working days between mid-December 2025 to 31 December 2026

Consultant's Work Place and Official Travel
The Consultant will be home-based with no travels foreseen.

Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
