The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. As part of our mandate to fight the three diseases, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund's investments is used to procure key health products, ensuring they are available to those who need them most.
As one of the biggest health product procurement entities in the public sector, investing nearly US$3 billion in health products and equipment procurement, the Global Fund is uniquely placed to drive equitable access to quality-assured health products, services and innovations through its Supply Operations department.
Supply Operations, collaborating across the Global Fund Secretariat, is responsible for the Global Fund's market shaping activities and the overall management of health product sourcing, procurement, quality assurance and supply chains. The Quality Assurance (QA) & Compliance team plays a key function in ensuring safe access and delivery of quality assured health products to the communities and people we serve. This mission is implemented by enabling program and operational requirements, while mitigating residual risks associated with quality, safety and efficacy of health products procured with Global Fund funds through clearly established policies, governance model, case management and in-country support.
The Specialist, QA Policy & Governance works under the strategic, programmatic and administrative supervision of the Senior Manager, QA & Compliance and is responsible for QA Policy, QA governance framework, and advice on key performance indicators (KPIs).
They are responsible for supporting the development, implementation and continuous improvement of the Global Fund's QA requirements through policies guidelines, applying a health product lifecycle management approach across sourcing, procurement, storage and distribution of health products revision.
They also provide advice to a range of internal stakeholders, including but not limited to Supply Operation teams, the Grant Management Division (GMD) and the Technical Advice and Partnerships (TAP) teams, in order to ensure efficient and effective adoption of QA requirements from the manufacturers to the patients in-country.
They work with external technical partners to keep abreast of evolving matters related to QA policies and guidelines across public health sector.
Key Responsibilities
Policy
- Guided by the Senior Manager, Quality Assurance & Compliance, the Specialist, QA Policy & Governance leads development and enhancement of Global Fund's QA policies, guidelines and governance model to keep them up-to-date, relevant, and fit-for-purpose/fit-for-use in accordance with regulatory guidelines such as WHO guidance.
- On an ongoing basis, analyze the effectiveness and impact of QA policies for diagnostic, therapeutics and prevention products from a quality, safety, performance and access perspective, and identify gaps and areas for improvement.
Policy governance
- Propose appropriate governance structures and process for QA policy implementation and drive adoption of Quality assurance requirements along the entire value chain all the way to people in countries.
- Initiate enforcement activities of non-compliant practices in collaboration with others relevant teams/partners.
- Coordinate interactions of the QA Policy and Governance matters with the Global Fund Board on governance matters for an adequate alignment and adoption of QA policy guidelines as part of the institutional Operational Policy Notes (OPN) and grant making guidance.
Advice and support to grant implementation
- Provide advice and support to internal stakeholders e.g. Sourcing, GMD (Health Product Management Managers & Specialists) for the operationalization and implementation of QA requirements.
- Coordinate the development of relevant guidelines and related procedures to facilitate adoption, operationalization and implementation of QA Policies.
Quality assurance Data
- Work closely across the QA team, Supply Operations and HPM Specialists to generate evidence on policy implementation from quality assurance related data.
- Contribute to the design, development and maintenance of relevant supporting IT tools.
Coordination, Stakeholder and partnership management
- Coordinate and lead the interaction across Supply Operations teams, for an aligned approach on QA Policy and Governance matters across sourcing, procurement, delivery, storage and distribution of health products that are fit-for-purpose and fit-for-use.
- Coordinate regular feedback sessions with WHO, regulatory bodies and other partners to improve sharing of information on product eligibility flows into enterprise risk management registry and internal decision process.
- Act as focal point for interagency working groups on QA policy harmonization and strengthen partnership coordination on strategic QA matters.
- Support the development and implementation of QA management system that is well integrated with the Global Fund's enterprise resource management ecosystem to enable advanced analytics, performance monitoring and KPI reporting.
Team effectiveness and capacity building
- Support the functional transformation of QA & Compliance team as part of the Supply Operations To-Be Operating Model implementation.
- Contribute to the simplification, standardization, digitization and automation of process to minimize manual interventions, including support on the re-design of Product Data Hub (PDH), Vendor Management System and Health Product Plant-to-Report initiative.
- Act as a role model for the values and behaviors of the Organization, in particular focusing on collaborative relationships within the Organization.

Qualifications
Essential:
- Advanced university degree in Pharmacy, Chemical Engineering, and/or life science, law or an equivalent combination of academic/professional qualifications and experience within the area of QA & Compliance
Desirable:
- Functional certification such as CPHQ, HCQM or ISO equivalent
Experience
Essential:
- Solid working experience in QA management in the private or public sector
- Experience with QA regulatory policies within global public health
- Experience with external partner engagement in a multilateral context, with e.g., UN agencies, International NGOs and Donors on QA issues
- Proven experience in developing QA related policies, tools, and guidance
- Work experience with a major multilateral organization
- Experience in matrix organizations and working in cross-functional teams
Desirable:
- Minimum 5 years progressive working experience in QA management or regulatory affairs
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset
