DUTIES AND RESPONSIBILITIES

The consultant will be responsible for carrying out a cost-benefit analysis of the socioeconomic benefits of weather, hydrological and climate services in East Africa, covering Burundi, Kenya, Rwanda, South Sudan, Tanzania, and Uganda.

The consultant will provide remote technical support, working closely with the National Meteorological and Hydrological Services (NMHSs) in Burundi, Kenya, Rwanda, South Sudan, Tanzania, and Uganda.

Key responsibilities include:

  • Prepare an Inception Report outlining the methodology, data sources, and analytical approach.

  • Develop an online repository of collected data, literature, and information sources.

  • Prepare a report for South Sudan presenting the socio-economic cost-benefit analysis of hydrometeorological services.

  • Produce a regional report summarizing findings across all participating countries.

By meeting the objective, the study should be a powerful tool for communicating its results clearly with government and international financing stakeholders, enabling them to estimate the return from current and/or future investments in hydrometeorological monitoring and services. The study should also function as a tool for NMHS in demonstrating in a convincing way that its activities result in increasing exponential social and economic value.

QUALIFICATIONS

Education

Master's degree or Equivalent (PhD would be an advantage) in Economics, Environmental Economics

Experience

10 years progressively relevant experience
in socioeconomic analysis (e.g. cost benefit analysis) and/or hydrometeorology or related discipline.

Working experience in Africa especially on weather water and climate is a plus, especially East Africa.

Other requirements

Knowledge of water resources management, climate change issues, and hydrometeorology/climate information services.

Familiarity with key frameworks and global commitments a plus, such as disaster risk reduction and the Sendai Framework.

Languages

Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
