Under the supervision of the Programme Manager for International Development, the incumbent will support the IPU's work on international development, with a particular focus on assisting parliaments in addressing global health challenges and advancing the Sustainable Development Goals (SDGs) in line with the IPU's strategic priorities.

Main responsibilities include but are not limited to the following:

  • Manage the IPU's health portfolio, which includes universal health coverage, reproductive, women's, children's and adolescent health, pandemic preparedness, and the health and well-being of vulnerable groups, ensuring initiatives are results-oriented and aligned with the IPU strategy.
  • Support parliaments in strengthening legislation, oversight and budgetary functions related to health, and promote alignment of national actions with international commitments, including the SDGs.
  • Serve as Secretary of the IPU Committee on Health, organizing meetings, preparing agendas, reports and recommendations, and ensuring follow-up on decisions.
  • Promote innovative parliamentary approaches to advance health objectives, including the responsible use of artificial intelligence (AI) and digital tools, and facilitate the integration of health considerations across other IPU workstreams, including democracy, gender equality, human rights and climate change.
  • Design and implement projects, manage budgets, oversee donor reporting and coordinate with other IPU programmes to ensure coherence across activities.
  • Represent the IPU externally in relevant forums and meetings, and facilitate collaboration with partner organizations such as WHO, PMNCH and UNFPA.
  • Oversee the work of consultants and other short-term personnel.
  • Contribute to monitoring and evaluation (M&E) of programmes and projects in coordination with the designated M&E team member.

Work implies frequent interaction with the following:

  • Parliamentary staff and Members of Parliament
  • Staff from the United Nations and other partner organizations
  • Managers and staff of the IPU Secretariat
  • External collaborators and experts

Qualifications:

  • Advanced university degree in international development, public health, political science, international relations, or a related field.
  • At least 5 years of progressively responsible experience in global health and development, preferably in an international or parliamentary context.
  • Fluency in English and French (oral and written) is required. Knowledge of additional UN languages is an advantage.
  • Demonstrated knowledge of parliamentary processes and experience working with parliaments or a parliamentary organization.
  • Expertise in global health and international development with the ability to translate policy commitments into parliamentary action.
  • Strong project management and results-based management skills.
  • Excellent analytical and drafting skills.

Duties applicable to all staff:

Actively work towards the achievement of the IPU's strategic objectives. Perform any other work-related duties and responsibilities that may be assigned by the Programme Manager for International Development and the Secretary General.

Assessment:

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Compensation:

The Inter-Parliamentary Union offers an attractive salary and benefits package comparable to that of other international organizations headquartered in Geneva, commensurate with education and experience.

Indicative Annual Salary at the P-3 level (net of tax for Swiss residents) at 80%

USD 56'169.60 at single rate (plus allowance for primary dependents if applicable).

Post Adjustment

A post adjustment for Geneva will be paid in addition to the above amount taking into account the exchange rates established by the International Civil Service Commission (website: ). This rate stands at 88.7% for October 2025.
