**Context**:
Within the Department of Humanitarian Response and Recovery (DHRR), the Peace, Recovery and Solutions Division (PRSD) is the institutional focal point on prevention, resilience, and solutions within crisis settings and fragile contexts. It addresses socioeconomic, peace, security, and development challenges found in natural, human-induced and protracted crises as a way to prevent and resolve migration crises and assist governments, communities, and vulnerable populations to cope with migration-related pressures. The Division provides institutional policy and operational guidance on peace, recovery, and solutions inititiatives and promotes sustainable transition from relief to recovery and development.

Working in coordination with the Climate Action Division to incorporate climate dimensions, PRS Division addresses drivers of migration and root causes of complex migration crises; promotes human mobility as a means to reduce vulnerability and to progressively transition towards durable solutions to displacement; and invests in conflict analysis, stabilization and development-oriented solutions. During the crisis and post-crisis phase of a response, the Division is also responsible for providing policy advice, technical assistance, capacity-building, and operational support to resolve land disputes and mobility-related land issues, and for providing reparations and other transitional justice measures to victims of systemic and widespread human rights violations.

Building on the Organization’s commitments to strengthen the Humanitarian Development Peace Nexus (HDPN), as an adherent to the OECD DAC Recommendations, the Peace, Recovery and Solutions Division contributes to operationalizing IOM’s support to crisis affected populations in transitioning away from humanitarian vulnerability towards recovery, self-reliance and sustainable development

Under the overall supervision of the Director of the Department and the direct supervision of the Senior Peace, Recovery and Solutions Coordinator, the Chief Peace, Recovery and Solutions Division will lead the Organization’s work on crisis prevention, stabilization, sustainable recovery and durable solutions, within the framework of IOM’s Migration Crisis Operating Framework (MCOF). Specifically, the Chief of PRS Division will manage the Division’s work in crisis and fragile contexts across the following thematic areas: Durable Solutions to displacement; Community Stabilization; Economic Recovery and Livelihoods; Support for demobilization processes, as well as individuals at risk of recruitment by or disengaging from armed, violent or violent extremist groups, transitional justice and reparations, as well as the Organization’s electoral support initiatives.

RESPONSIBILITIES
Manage the staff within the Peace, Recovery and Solutions Division, guiding and supporting professional development, learning, career fulfilment and a collegiate working environment. This includes supporting key administrative and HR functions through approvals, staff evaluations and recruitment within the division.
- Provide overall guidance, strategic direction and vision for IOM’s work in crisis and fragile contexts on transitional justice, peace, stabilization, recovery and solutions, aligned with key global strategic processes, such as the Secretary General’s Action Agenda on Internal Displacement; Humanitarian Development Peace Nexus; Secretary General’s Prevention Agenda; The Global Compact on Migration; Grand Bargain 2.0; UN reform and the 2030 Agenda for Sustainable Development.
