Under the overall supervision of the Director General and direct supervision of the Deputy Director General for Operations, the Director, Department of Data, Insight and Policy (DDIP) is responsible for leading institutional efforts on migration and displacement data analysis, strategic research and foresight, and shaping IOM’s work on evidence and rights-based migration policy.

This consolidation and integration of key analytical and policy functions within the Department of Data, Insight and Policy is designed to better serve the field operations and ultimately deliver results for migrants and Member States by maximizing our data analytical capacity to inform IOM policy, operations and strategy.

The DDIP provides integrated and consolidated functions, eliminates inefficiencies and overlaps, and ensures that AI, data, policy, migration law, knowledge management and research and analysis efforts are directly aligned with operational needs—focusing on IOM’s Strategic Priorities. The Department comprises two core Divisions (Migration & Displacement Data and Research Analytics Division; and Migration Policy Division) while also housing institutional flagship initiatives, such as the IOM Development Fund, the World Migration Report and the Solutions Report.

Responsibilities: Core Functions / Responsibilities:
Direct and lead the development and implementation of a vision and strategy for the Department of Data, Insight, and Policy, which is aligned with the organization's Strategic Plan and goals.
Provide strategic leadership and expert advice on migration data, research, and policy, both internally and externally by developing insights, policies, research that is informed by data, evidence, and strategic foresights, and that promote the rights and interests of migrants and their host communities.
Expand and strengthen partnerships by contributing knowledge and insights on migration which help shape the international debate and governance work by leveraging the relevant global migration frameworks like the Sustainable Development Goals (SDGs), the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact on Refugees (GCR).
Provide cross-pillar leadership in setting the strategic direction, evidence-based policy development, and partnership engagement of the Department of Data, Insight, and Policy, ensuring coherence with the organization's Strategic Plan and global migration frameworks (SDGs, GCM, GCR), by advancing a data-driven approach to migration governance that upholds the rights and well-being of migrants and host communities.
Oversee the delivery of influential, robust migration and displacement data analytics and research for the senior leadership team, including to inform IOM advocacy, policy, programming, operations and strategy.
Promote high-quality migration and displacement data and research analytics for insight products and strategic foresight reporting that enables the delivery of IOM’s Strategic Objectives, including analytics on gender, age, nationality, educational and skill profile to better understand emerging trends and population movements.
Direct and lead the Department's budget, staff, and projects while ensuring high-quality outputs and outcomes.
Build, strengthen and maintain strong relationships with key actors and networks in the migration field, including governments, donors, civil society, academia, media, and the private sector.
