What we do

The International Committee of the Red Cross (ICRC) responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

The Department of Mobilization, Movement and Partnerships provides support for field operations in enabling ICRC’s response to affected population as per its mandate. Within the Department, the Resource Mobilization Division (REM) handles the institutional relationship between ICRC and its various donors and partners.

Today's conflicts are often protracted and increasingly encroaching urbanized, middle-income countries, generating growing, diversifying and complex humanitarian needs, requiring wider systemic responses using the resources and capacities of the entire aid eco-system. The latter is accordingly undergoing significant change and the humanitarian-development nexus is more relevant than ever, with utmost poverty encouraged to predominantly aggregate in fragile, conflict-affected, and violent environments (FCV) by 2030. This has led to a rising dedication from national and multilateral development banks and agencies (Development Actors or DAs) to become engaged in FCV.

As it has been doing for the last 160 years, the ICRC is exploring and seeking partnerships to facilitate the delivery of its mission and live up to its mandate to protect the lives and dignity of victims of armed conflict and other situations of violence, and to provide them with assistance. Such partnerships involve amongst others, combining the resources and capacities of different actors - including DAs - as per comparative advantages, to secure the highest possible impact on those in need.

Beyond diversifying outreach to actors encouraging of its mandate towards DAs, ICRC has as well expanded the means, through which backing of its mission can be channelled. Following the successful launch of the humanitarian impact bond in 2017, the ICRC is building a portfolio of innovative financing instruments to support its activities. By 2030, at least 5% of the ICRC’s income should come from a portfolio of New Financing Models (NFMs).

Purpose of the role

The associate will support the work of the Network and Market Development pillar of the NFM strategy, all the while giving to efforts in improving understanding and furthering of engagement with Development Actors.

General Duties

Enhances, updates and maintains internal and external communication materials (DA);
Researches and analyses external information salient to the wider DAs’ income stream (DA);
Provides ad hoc support on specific files, whether some DAs engaged with or broader CoE considerations (DA);
Improves ICRCs work with its external network, updating and maintaining NFM related communication materials (NFM);
Supports projects as part of the Humanitarian and Resilience Investing initiative and IMD course on Driving Innovative finance for Impact (NFM);
Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement;
Understands and adheres to the ICRC Code of Conduct;
Understands the roles of the components of the International Red Cross and Red Crescent Movement;
Respects and observes staff regulations and security rules at all times;
Represents the ICRC in a professional manner at all times;
Develops and maintains an agreeable and conducive working environment with colleagues and line managers;
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;
May be asked to perform tasks not covered in this job description and to provide support to other departments when vital.
Accountabilities & Functional responsibilities

1. Enhances, updates and maintains internal and external communication materials (DA)

Suggests improvement in form and substance to new and existing content available on various media;
Updates existing documents as pertinent, linked to the evolution of the DA income stream since 2017;

2. Researches and analyses external information salient to the wider DAs’ income stream (DA)

Leads punctual and specific research tasks related to funding realities, patterns, and trends of the development side of development ODA;
Provides analysis related to certain thematic pertinent to improve ICRC understanding and navigating the DA income stream.

3. Provides ad hoc support salient elements of on specific files, whether some DAs engaged with or broader CoE considerations

Supports the mapping of strategic interests of selected DAs, key elements of their processe
