Office/Unit/Project Description
The **United Nations Development Programme** (UNDP) serves as the integrator in the UN Development System, to realize the Sustainable Development Goals (SDGs). UNDP has a **Global Policy Network** (GPN), a network of field-based and global technical expertise supporting delivery of the signature solutions in UNDP’s Strategic Plan.
Within the GPN, the **Bureau for Policy and Programme Support** (BPPS) develops all relevant policy and guidance to deliver on UNDP’s Strategic Plan, providing technical advice to Country Offices, representing UNDP at multi-stakeholder fora and engaging in UN inter-agency coordination.
**Climate change** is the single greatest challenge humanity has ever faced. Climate change mitigation - or reducing greenhouse gas emissions - is essential to fulfilling commitments to the Paris Agreement and limiting the global mean temperature increase to 1.5° C above pre-industrial levels. UNDP, with more than 280 climate change mitigation projects and programs in over 110 countries, is a key actor supporting countries in their emission reduction plans, contributing to ambitious Nationally Determined Contributions. Activities in energy, as well as forests and agriculture, will be critical to meeting global mitigation objectives.
The UNDP Climate & Forests Programme manages UNDP’s contributions to UN-REDD partnership, which is the UN knowledge & advisory platform for the forest solutions to the climate emergency. UN-REDD is also constituted by FAO and UNEP, and has currently 65 partner countries (forest nations in the Global South). Through UN-REDD, UNDP provides a number of forested countries with technical assistance on forest solutions for the climate, as well as South-South cooperation and global knowledge management.
The UNDP Climate & Forests Programme also supports the implementation of the UNDP portfolio of GCF/REDD+/RBPs projects, which comprises four countries (Brazil, Costa Rica, Ecuador and Indonesia), a total funding of _circa_ USD 250 million. This portfolio supports the implementation of forest policies - in line with NDCs - as well as innovative schemes for distributing REDD+ proceeds to local and community stakeholders.
The UNDP Climate & Forests Programme equally supports the Governors’ Climate & Forests Task Force (GCFTF) through the implementation of a NOK 200M pledge to develop and implement innovative plans and actions for jurisdictional REDD+. Under this grant, UNDP is managing the Innovation Funding (Window B) which includes a project with the states of the Brazilian Legal Amazon on leveraging finance for low-emission development. The project is implemented by Fundação Amazônia Sustentável (FAS) in partnership with the GCFTF’s Regional Coordination in Brazil as well as six non-governmental implementing partners. Under the framework of this Window B project, UNDP is providing technical assistance to the nine states to access REDD+ finance using Architecture for REDD+ Transactions’ (ART) The REDD+ Environmental Excellence Standard (TREES), including submissions under the calls for proposals by the Lowering Emissions by Accelerating Forest Finance (LEAF) Coalition, a public-private coalition including Norway.
**Institutional Arrangements**
The Technical Advisor will be a full member of the UNDP Climate & Forests Programme, working together with its diverse regional and global professionals. S/he will be under the supervision of the Principal Technical & Policy Advisor of the BPPS/NCE Climate & Forests Programme.
**Duties and Responsibilities**:
Scope of Work
The Technical Advisor will provide high-quality technical and policy advisory services to countries, jurisdictions and other stakeholders where the UNDP Climate & Forests Programme is active. S/he will help position UNDP as a world leader in the provision of technical and policy advisory services related to the contribution of forests to ambitious climate change targets.
In particular, the Technical Advisor will:
- Provide technical assistance to the implementation of the GCFTF Window B projects in Brazil, Mexico and Ecuador, working closely with sub-national jurisdictions and their implementation partners.
