- 1. July - September 2025: Inception Phase (approx. 40 days) - Coordination of stakeholder consultations in palm oil sector: Organize and facilitate up to 10 stakeholder meetings (Ministry of Agriculture, ISPO authorities, GAPKI, smallholders, CSOs, etc.). - Documentation: Prepare briefs and minutes for each consultation. - Inception reporting: Prepare a summary synthesis of consultation outcomes and key recommendations. - Draft Work Plan (Year 1): Based on stakeholder input, prepare a detailed Year 1 work plan for the palm oil component, aligned with Output 1 (traceability) and Output 2 (legality). 2. October 2025 (approx. 20 days) - Launch event in Jakarta: Lead coordination and logistics for a high-level national launch event with national stakeholders and international partners. - Workshops: Coordinate and support the organization of up to 3 technical workshops (e.g. geolocation data, e-STDB interoperability, awareness raising). 3. November - December 2025 (approx. 20 days) - Continued technical support & stakeholder engagement: Facilitate 2 additional workshops and ongoing stakeholder engagement. - Monthly status reports: Submit monthly status update documents (short format) summarizing activities, meetings, and progress.

- Qualifications/special skills
- Advanced university degree in agriculture, agronomy, natural resource management, development studies, trade, or a related field. A bachelor’s degree with two additional years of experience may be accepted. Extensive relevant experience may be accepted in lieu of the university degree. At least 7 years of professional experience in managing or coordinating development projects in the palm oil sector. Solid knowledge of the palm oil industry in Indonesia, including traceability, sustainability standards (e.g. ISPO), and smallholder dynamics. Proven experience working with or supporting Ministry of Agriculture and palm oil sector institutions (e.g. GAPKI, BPDP-KS, district agricultural offices). Strong networks with smallholder associations, cooperatives, and local implementation partners. Experience with EU-funded or other donor-funded projects is a strong asset. - Project coordination & stakeholder engagement: Proven ability to coordinate complex, multi-stakeholder projects with national and local institutions, including government bodies, private sector, smallholder organizations, and civil society. - Sectoral expertise: Strong understanding of the Indonesian palm oil sector, including sustainability challenges, smallholder dynamics, ISPO certification, and traceability mechanisms. - Communication & facilitation: Excellent interpersonal, communication, and facilitation skills to lead consultations, workshops, and high-level dialogues effectively. - Technical knowledge: Familiarity with traceability systems, geolocation data, and digital tools for agricultural data collection and interoperability. - Policy and institutional understanding: Experience working with the Ministry of Agriculture and key palm oil institutions (e.g., GAPKI, BPDP-KS), with a solid grasp of Indonesia’s regulatory and institutional landscape. - Organizational and reporting skills: Strong ability to organize events, produce timely meeting minutes, status reports, and synthesize stakeholder inputs into actionable work plans. - Language proficiency: Full professional fluency in Bahasa Indonesia and English, both spoken and written. - Adaptability and field readiness: Willingness and ability to travel domestically and adapt to diverse field contexts.
